Jerusalem was the city with the highest revenue in the country in 2018 - NIS 7.9 billion. This is evident from local CBS 2018 survey data. These are revenues that include the regular budget (current budget, which includes the authority's own income, such as municipal taxes or use of the facilities), government ministries and balances from the Ministry of the Interior, as well as the budget for development activities. And others not included in the regular budget.
Tel Aviv, which ranked first in 2017 with revenues of NIS 7.6 billion, fell to second place, with NIS 6.8 billion. Following in descending order: Haifa with revenues of NIS 3.5 billion, Rishon Lezion with NIS 2.28 billion and Petah Tikva with NIS 2.28 billion.
In the segmentation of income sources, it was found that Jerusalem is also the culmination of tax and grant income with NIS 3.6 billion, followed by Tel Aviv with NIS 3.5 billion. Third place Haifa with NIS 1.5 billion, Petah Tikva with NIS 1.14 billion, and Rishon Lezion with NIS 981 million.
The capital also leads in amounts received from government ministries, including transfers, balancing grants, special grants and transfers from the education and welfare ministries, with NIS 2.6 billion. This amount includes a special balancing grant called the capital budget, the amount of which is determined each year and which is not included in the balancing grants budget given each year to the local authorities.
Next in line is Tel Aviv, where government revenue is NIS 864.5 million, followed by Bnei Brak receiving NIS 684.8 million, Beer Sheva with NIS 618 million and Rishon LeZion with NIS 586.6 million.
Tel Aviv is the leading city in total income (ie money transferred from citizens and businesses directly to the local authority's funds, such as municipal taxes, use of municipal services and facilities, receipts, fees and levies such as water and sewerage fees, and income from use of the Authority's assets) - NIS 4.2 billion. This includes revenues from property taxes, which are also the highest of all authorities, with almost NIS 3.2 billion.
In the second place, Jerusalem stands at NIS 3.4 billion, of which NIS 2.1 billion is from Arnona. After that, Haifa with NIS 2.2 billion in self-employed income, of which NIS 1.3 billion in income from Arnona, Petah Tikva with NIS 1.3 billion in self-employed income, some NIS 1 million from Arnona, and Rishon Lezion with NIS 1.2 billion, of which NIS 897 million from Arnona.
Overall, in 2018, local government revenue was up 4.3% (compared to 7.5% in 2017) and 4.7% in regular budget spending (up from 7.7% in 2017). This slowdown in revenue stems from both the slowdown in government participation and the slowdown in self-incomes in about 91 municipalities, compared with 52 in 2017. Government participation revenue amounted to NIS 27.9 billion, a real increase of 8% compared to a real increase of 10.7% in 2017, and self-revenue totaled At NIS 39.7 billion, a real increase of 3% compared to a real increase of 5.8% in 2017.
