Minister Ze'ev Elkin ousted Mayor Tiberias Ron Koobi

Minister Ze'ev Elkin ousted Mayor Tiberias Ron Kobi, who was the focus of public outbursts. He said that for a few days he examined the professional rationale for failing to approve the municipal budget on the date prescribed by law. In accordance with the High Court decision, the authority for a decision regarding the mayor's term of office has passed to Elkin after it has been approved by the government and the Knesset.
 The municipal budget was not approved on the date prescribed by law, nor during the extension period given by the Interior Ministry following the High Court's decision. The deadline for transferring the budget was September 30, 2019.
According to section 206 of the Municipalities Ordinance, a council that does not approve a budget until the date of the Ministry of the Interior - will be dispersed. Thereafter, the term of office of the council and the council was disbanded. Members of the council and the mayor appeared before the Interior Ministry's Director-General, Mordechai Cohen, Attorney General of the Interior, Yehuda Zimmer, Director of the Northern Boaz District of Yosef and Head of the Budget Department of the Interior Ministry Sivan Lehavi and raised their arguments on the issue of budget approval. In addition to oral hearings, councilors and the mayor sent written arguments.
Following the decision of Minister Elkin, Interior Minister Aryeh Deri convened a meeting with professionals in the Interior Ministry and decided to appoint Deputy Interior Minister Mooney Ma'atok as chairman of the committee in charge of Tiberias. The council members will be appointed civil servants from different offices:
Yossi Ades, senior credit manager at the Ministry of Economy. Roy Dahan, Director of Senior Human Capital Development Division, Ministry of the Interior. Anat Asraf, senior director of elections for local authorities in the Interior Ministry.Shlomo Cohen, Deputy Director of the Haifa District and the Northern Ministry of Social Affairs. Yossi Haddad, Director of Veteran Texture Population Administration at the Ministry of Construction and Housing.In accordance with the law, the appointed council will hold office for at least three years, after which the Minister of the Interior will decide on the date of new elections in the city.
