The government deficit in January-July stood at NIS 24 billion - more than double the level of the corresponding period last year, when a deficit of NIS 11 billion was measured. This is according to data provided by the Accountant General in the Ministry of Finance.
The cumulative deficit for the whole of 2019 has ceased, but currently exceeds NIS 13-14 billion from the ceiling set in the Budget Law - at a level of NIS 40.2 billion, which is 2.9% of GDP. Stands at 3.8% of GDP. Recall that the actual cumulative deficit still exceeds the Treasury deficit forecast, which stands at 3.6%. This week, another transversal cut, 15th in number since Moshe Kahlon's appointment as finance minister, came into effect.
Total government expenditures in January-July totaled NIS 227.1 billion - a jump of 7.4% compared to last year, at which time expenditure was only NIS 211.5 billion (an increase of NIS 16 billion compared to 2018). The Treasury notes that in the original budget, an increase of 5.1% was planned in 2019 compared to 2018 - so you saw an exception to the rate of increase in the state budget.
Of this amount, government ministries' expenditures stood at NIS 197 billion and no less than NIS 18.4 billion were earmarked for interest payments on government debt. Another interesting figure comes from the NIS report: Civil ministry spending (health, education, welfare, etc.) rose by 11.4%. On the other hand, defense system spending fell by 1.3%.
In addition to tax revenues, they reached NIS 31.1 billion in July, one of the highest recorded this year. However, there is a marked slowdown in the growth in tax revenues: Since the beginning of 2019 total revenues in this section amounted to NIS 203.3 billion, a nominal increase of only 1.5% compared to revenues in the corresponding period last year.
