The Chief Executives Forum chaired by the CEO of the Prime Minister's Office Naama Schultz convened last night (Saturday) to make decisions regarding the civil assistance to the residents of the Otaf against the background of Operation Dawn and the escalation that has been going on since last Tuesday. In the discussion, it was decided that the decisive day for providing compensation for damagesdor businesses located up 7 km from the border with Gaza will be August 2 - the day when the silent escalation began and restrictions were imposed on thousands of residents in the border - and not the day when the missile attack began.
Prime Minister Yair Lapid and Finance Minister Avigdor Lieberman instructed the property tax officials to "strive for contact" in order to compensate and make the mechanism as quick and efficient as possible. The head of the Tax Authority, Eran Ya'akov, also participated in the discussion of the CEOs, and the budget division stated that there are budgetary sources for compensation.
These are the compensations that will be given in the industries where the damage is particularly significant as a result of the restrictions imposed around the Gaza Strip due to the security situation, which caused zero income in various industries, the destruction of food in restaurants and cafes and the inability to process and harvest in agricultural areas:
• Damages in the field of agriculture - insofar as it concerns agricultural areas that are within a range of up to 7 km from the Gaza Strip, which the farmer is prevented from reaching due to the instructions of the security forces - the right to compensation according to the law and regulations is the loss or the prevention of profit, caused from the first moment of closure.
• Damages in industrial plants - insofar as it concerns industrial plants located in settlements that were closed following the instructions of the security forces - the right to compensation in accordance with the law and regulations is regarding damage that originates from materials that have gone bad - the loss or the prevention of profit caused from the first moment of closure. Regarding other damage (loss of income, loss of production, etc.) - the loss or loss of profit, provided that the damage was caused by a production stoppage of more than 24 hours.
• Damages to a hotel, boarding house, relaxation house, guest house or tourist site determined by the Minister of Finance in consultation with the Minister of Tourism - insofar as it concerns businesses located in settlements that were closed following the instructions of the security forces - the right to compensation in accordance with the law and regulations is the loss or loss of profit, caused from the first moment of closure .
• Damages to joy halls, event gardens or cultural and leisure institutions - as far as it concerns businesses, which were closed following the instructions of the security forces that are in the closed settlements - the right to compensation in accordance with the law and regulations is: regarding damage caused due to the cancellation of an event due to a restriction imposed by the security forces, which was supposed to take place In the first 24 hours since the imposition of the restriction - the loss or denial of profit due to the cancellation. Regarding other damage (cancellation of events over 24 hours, loss of income, etc.) the loss or the prevention of profit, provided that the damage was caused by an interruption of activity for more than 24 hours.
• Damages in the field of restaurants - as far as it concerns restaurants that are located in localities that were closed following the instructions of the security forces - the right to compensation according to the law and regulations is: regarding damage that originates from spoiled raw materials - the actual damage from the first moment of closure. Regarding other damage (loss of income, etc.) interruption of activity for more than 24 hours.
• Damages to businesses in the field of commerce and services - insofar as it concerns businesses located in settlements that were closed following the instructions of the security forces - the right to compensation in accordance with the law and regulations is the loss or the prevention of profit - provided that the damage was caused due to an interruption of activity for more than a week.
