The National Committee for National Infrastructures has adopted the position of the Haifa Municipality, government ministries and various planning bodies, to promote alternative 102 in the Coastal Railway Doubling Plan, TTL 65, which will include doubling and tunneling tunnels along the Haifa coastal strip. According to the plan, the number of railway tracks in the section between Shefayim and the Gulf Central Station will be doubled, so that two tracks will be used for the suburban train and two more will be designed for high-speed trains, which can reach speeds of 250 km / h. The four tracks will pass through the tunnel along the coastal strip of Haifa - from the Paz Bridge area to the Hof Hacarmel station.
The implementation of the plan will allow the removal of the historic buffer created by the railway, which will allow the city to realize its potential, while fully connecting the city with one of its main assets - the beach. After the tunnel there will be free access to the municipal seafront, without blockage and fencing, as well as between the coastal neighborhoods and the beach.
In order to help solve the challenge of financing the rail tunnel, the Haifa Municipality and the National Economic Council led the staff work together with RMI, the Ministry of Finance, the Planning Director, the Israel Ports Company, in coordination with the Haifa Port Company, to promote urban-real estate development.
