"The labor dispute in the railway is of an economic nature - sanctions are allowed"

The National Labor Court accepted the Histadrut's appeal, ruling that the labor dispute in the railway is of an economic nature, and therefore railway workers are allowed to take sanctions. This overturned the district court's determination that the train conflict is "quasi-political", and therefore organizational measures were banned within its framework.
Following the court's decision, another delay is expected in the opening of the direct train line between Modi'in and Jerusalem (Keshet Modi'in). The opening of the line was planned for the end of 2021, was postponed to March 2022 due to the workers' sanctions, and now with the renewal of the sanctions, the new opening date is unknown.
The Railway Workers' Committee has declared a labor dispute claiming that railway workers are affected by the transition from the slow and polluting diesel trains to the faster and more environmentally friendly electric trains. The workers claim that as a direct result of the promotion of the electrification project, more than 1,000 workers are financially injured - including drivers, inspectors, station managers and cashiers. "This is a critical injury of an average of at least NIS 800 per employee per month, and in some cases even reaches NIS 4,000 per month (not including implications for additional social rights)," the committee claims.
"Negotiations have been going on between the parties for a long time, during which the employees were prevented from exercising their organizational power.
Railway employees are required to give company management 48 hours notice of every organizational step they plan. They are not allowed to disable train traffic - however, measures taken in the past have included preventing experimentation with tools, delaying the reception of carriages in the garage and more.
