In about 10% of the public bodies budgeted or financially supported by the government, alleged wage irregularities were found in 2019, according to a report published by the Ministry of Finance's wage commissioner. The alleged irregularities were found in 81 of the 782 bodies examined.
In the public sector, the wages of workers should change only according to the explicit decision of those in charge, headed by the wage commissioner in the Ministry of Finance, Kobi Bar-Natan. The Ministry of Finance compares the salary of each employee to his salary in the previous year, and checks what rate has changed. If the wage has risen at a rate sharper than a certain predetermined criterion, the wage is considered to be allegedly excessive - unless the employer body gives a sufficient reason for the wage increase. Because this test is based on the annual salary change, it does not detect anomalies embedded in the payroll base, but the ministry says the test joins other tools, such as ongoing reviews and anonymous employee inquiries.
According to the new report, large salary deviations were soon found in Clalit Health Services doctors, in hospitals and also in the community. In the fund's hospitals, 484 doctors were marked as allegedly exceeding salaries. Per month, and another 20 doctors earned NIS 80,000-90,000 a month.
In the other arrays in Clalit Health Services, alleged salary deviations were found at 680 doctors, headed by a professional clinic manager, with a salary of NIS 122,000 per month and a transaction cost of NIS 162,000. According to the report, seven of the doctors earned more than NIS 100,000 a month, ten earned over NIS 90,000, and another 22 doctors earned more than NIS 80,000 a month.
