Thursday - the limit on the permitted passenger capacity on trains and buses, which currently amounts to 75% of the possible occupancy, will be abolished.
This was made possible following agreements reached by the Ministries of Transport and Health. The abolition of the restriction will be felt less on buses, which have become congested again on some of the requested lines and during rush hours, because the means of enforcement and the ability to monitor the number of passengers on buses are limited.
However, a source familiar with the bus activity notes that the Ministry of Transport has recently received many complaints that buses do not stop at all stations due to a high number of passengers. These complaints are expected at least with the lifting of the restriction. A possible solution that could have come in place of the abolition of the restriction, and which was required even before the Corona period, was to increase bus activity by the Ministry of Transport.
The abolition of the restriction will be felt more significantly on trains. Israel Railways, which was completely shut down during the first closure (end of March 2020), resumed operations last June in a special procedure. The procedure requires pre-booking tickets for the entrance to the station and for the trips themselves, in order to keep track of the number of passengers and their identities. A decision has not yet been made regarding the continuation of the voucher ordering procedure in advance. On the face of it, the abolition of passenger restrictions should obviate the need to book vouchers in advance. But during routine times, the train has a capacity of more than 100%.
