Those returning to Israel who are not vaccinated or recovering are likely to be required to electronically monitor their home isolation. This is after the Knesset approved the bill on second and third reading this morning (Wednesday) by a majority of four Knesset members against one opponent, MK Miki Haimovich.
The law is intended to allow a more convenient alternative to the Corona hotels that were canceled a few weeks ago. He authorizes the government to declare, in certain circumstances, that anyone who enters Israel or who enters certain countries and is required to stay in solitary confinement in his home will be required to maintain the isolation with an electronic means of supervision, such as an electronic bracelet or widget on his cell phone. Currently only recused under the bill, the supervision of a person entering a country to whom an obligation of isolation applies will be carried out if he has given his consent and performed a corona examination after entering Israel. Anyone who objects will be able to choose to be sent to a motel. The law further stipulates that the entrant will be required to sign a promissory note in favor of the state in case he harms the technological means or does not return. Rims that have not been vaccinated or recovered are required for isolation.
Some populations will be able to maintain the isolation in their home even without electronic means of supervision: those who have received special approval from the Exceptions Committee for health or humanitarian reasons, minors under the age of 14, or those who have been appointed a guardian.
In recent weeks, a pilot has been launched in which electronic bracelets have been distributed to some of those returning to Israel who were required for home insulation. Now, after the law is approved, a tender will be held at the end of which the private company that will operate the project will be determined. Its activities will be regulated by a procedure of the Ministry of Health, which will regulate the connection between it and those entering the country and the police. The information received as part of the supervision procedure will be stored in a database owned by the Ministry of Health and will be deleted, if not required, at the latest at the end of the isolation period.
The explanatory memorandum to the bill reads: "The introduction of a new strain with increased infectivity and resistance to the vaccine may, according to the available information, threaten the effectiveness of the vaccines that have already been given to millions of Israelis in one dose and two doses. These or others, and they will spread rapidly, as happened with the English variant. The date of discovery of a new variant in the country is almost always too late to prevent its spread. "
