In 2017, alleged salary irregularities were found in 93 budgeted and supported bodies, according to a report by the Ministry of Finance's wages supervisor, Kobi Bar-Natan. This is an increase of 20% compared to 2016, when salary irregularities were discovered in 82 entities.
Most deviations were found in local government: deviations were found in 54 municipalities in 2017, compared with 40 in 2016. The other exceptions were found in government companies (13), in supported institutions such as universities and colleges (11), corporations (7), urban companies (6) and religious councils (2).
Among the bodies that are consistently prominent in wage deviations are the Tel Aviv-Jaffa Municipality, the only body in the local government in which salary deviations have been found for five consecutive years; And the Airports Authority, where deviations were found four consecutive years.
In 2018, the Investigations Division of the Wage Department opened 22 new investigations, similar to 2017. Among the investigations still underway: an investigation at Hadassah Hospital in Ein Karem following the payment of a salary to a senior departmental director in the hospital, despite the explicit instructions of the Commissioner of Wages. An investigation at the Fairs and Congress Center, which revealed that in the salaries of the CFO and the Marketing VP who retired during 2018, an incremental salary was paid while they were still in office; An investigation at the ORT-Braude College of Engineering, which raised the rent of the Center for the Advancement of Teaching and Learning at the College; And an investigation at Netivei Israel which was opened following the payment of bonuses to senior employees of the Company without the approval of the Government Companies Authority.
In the State Comptroller's annual report, it was found that in the framework of the series, in agreement with the employee, it was decided that it would repay NIS 250,000. In the Beer Sheva municipality, a collective hearing was held for about 25 municipal employees who were required to return together NIS 204,966.
