Israel's Defense Ministry Secures NIS 2 Billion Deal for Laser Defense System

The Israeli Ministry of Defense has finalized a substantial NIS 2 billion deal with Elbit Systems and Rafael to accelerate the development of the "Magan Or" defense system, which utilizes high-powered laser technology. This agreement marks a significant advancement in Israel's defense capabilities, positioning local companies at the forefront of laser weaponry.

Eyal Zamir, Director General of the Ministry of Defense, announced that the new system aims to optimize and significantly lower the costs associated with intercepting rockets and drones. The Magan Or is expected to be operational within a year, replacing the current Iron Dome system, which intercepts threats using missiles that cost approximately $50,000 each.

The Magan Or system will deploy a laser beam to neutralize incoming threats at almost zero cost, potentially revolutionizing Israel's defense strategy against a variety of attacks, particularly from groups in Lebanon and Gaza. Since the inception of the Iron Dome in 2011, there has been criticism regarding the use of expensive interceptors against relatively cheap rockets. The introduction of laser technology could redefine this approach.

Since the conflict escalated in October 2023, defense purchases from Israeli industries have reached around NIS 99.5 billion, primarily benefiting Elbit Systems, the Aerospace Industry, and Rafael. The U.S. has also played a role, with President Biden's $8.7 billion special grant intended to help Israel secure thousands of interceptors while accelerating the Magan Or project.

Recent intelligence indicates that Hamas anticipated the development of laser interception capabilities as a threat, prompting their large-scale attack on October 7, 2023. However, while the Magan Or system is set to enhance interception capabilities, it is currently designed primarily for short-range threats, such as rockets and mortar shells.

Challenges remain for the effective deployment of the laser system, particularly in adverse weather conditions, which could affect the laser beam's focus. The Magan Or will not function independently; it will integrate with existing Iron Dome systems to determine the most effective interception method.

The partnership between Rafael and Elbit Systems reflects a broader trend in the defense industry, as global competitors race to develop laser capabilities. Notably, Lockheed Martin has also partnered with Rafael to explore laser weapon applications.

With Elbit Systems receiving a significant portion of the contract, the company plans to expand its defense portfolio to include laser-based aircraft and systems capable of countering emerging threats, such as hypersonic missiles. Following the announcement, Elbit's shares rose nearly 6%, reflecting investor confidence in the project's potential.
