This past weekend the revolt of shop and mall owners escalated. Harel Wiesel, Liora Ofer, Yehuda and Roni Naftali, Gideon Molyov, Rani Zim and many other businessmen made a public decision not to follow the government's instructions and after two weeks in which they agreed to the government's decision and closed their doors on Saturdays, they decided not to.
The directors of the shopping centers have officially announced that they will not enforce the government's decision, and will allow any of their tenants to do so. They increased their do when they called on customers to come en masse, by distributing a list of dozens of networks that announced they would be open. Managers of some of the shopping malls even instructed the tenants, who were initially apprehensive about working illegally, explaining to them that they "understood from the police that there would really be no law enforcement." Some network executives will even instruct their employees to ignore the cops if they arrive.
Business people have already lost patience, and they also do not seem to believe that patience will pay off. Throughout the Corona crisis they find that discretion is not what guides the government: sometimes it is lobbyists who advance the interests of those in power, sometimes it is intimidation and threats that cause it to fold and withdraw from its statements, and sometimes it is the ultra-Orthodox ministers who show Gimzo who the boss is.
When police arrived at the shops today and threatened that if they did not close, a fine of NIS 5,000 or a closure order for thirty days would be imposed - the shift managers hurried to call the owner and ask what to do. Quite a few of the owners told them to ignore the police threats and continue to act. There were even those who ordered the store managers to reopen the doors, after they were frightened and closed the stores, or who got smart and offered food products for sale so that they were supposedly considered a licensed business. If already in Chelm - then to the end.
To the rebellious business owners, and the policemen who did not resolutely enforce the law and most of the time contented themselves with a warning, joined the public who voted with their feet and commanded the shopping centers. Although the chains and shopping centers say that customer traffic was less than usual, amounting to about 60% -50% of normal visitor traffic on Saturdays - it can not be ignored that this is a large public that chose to come despite the morbidity, uncertainty surrounding the opening of the centers, and of course, against the law.
