The judge of the Tel Aviv Regional Labor Court, Doron Yefet, granted temporary relief and stopped the dismissal of about 4,000 employees of the battle plan for involvement in education, until an urgent dialogue takes place between the parties in the coming week. The state has stopped the budget for running the educational program that has been operating for over 25 years and provides enrichment classes, during the school day, to hundreds of thousands of students in schools and kindergartens in the country, mainly in the periphery. Battle plan employees - about 4,000 instructors, operations, pedagogy, assessment and administration - were expected to receive letters of dismissal this week.
Judge Yefet asked senior officials in the Histadrut, the community center society and the Ministries of Finance and Education to hold an urgent dialogue in the coming week, in order to reach a solution to the issue. " "Yes, between the Histadrut and the company [for community centers] and the state, when it comes to such a dramatic change for hundreds of workers. The senior officials will meet for two dialogue and consultation meetings in the coming week and will report to the court by August 6, 2020."
Regarding the collective dismissal of thousands of workers in a battle plan, Judge Yefet wrote: "... where there is a collective relationship, it is obligatory to consult with the workers' organization before a decision is made. We did not find that there was dialogue She asked for a dialogue, but only for the continuation of the plan, it is better not to argue and there is innocence in it. "
A combat program is operated for the Ministry of Education, by the Community Centers Association and the Association for a Turnaround in Education, founded by the Rashi Foundation. Among other things, art, music, environment, science, technology, film, theater and life skills classes.
The chairman of the Maof Histadrut, Gil Bar-Tal, said: "I welcome the decision, the Honorable Court has understood the magnitude of the default and the damage and is trying to get the parties to find a correct and just solution in the circumstances of the case."
Chairman of the Battle Plan Workers' Committee, Orly Levy, said: "This is an important and significant decision for the plan's workers and for hundreds of thousands of boys and girls in Israel. We strengthen the hand of the court and thank it for the decision. As far as we are concerned, the task has not yet been completed and we will continue to act in every way to maintain the continuation of the program's activities.
