he National Insurance Institute reported this morning (Tuesday) that from the beginning of the corona crisis in March to mid-July, it approved about 869,000 claims for unemployment benefits, out of about 952,000 claims it received. In about 13,000 lawsuits, the treatment has not yet ended. 11% of the claims approved were approved only thanks to the special reliefs stipulated in the eligibility, such as the flexibility of the requirement for a qualifying period (minimum period of work before unemployment).
64% of unemployment benefit recipients are entitled to a monthly payment of less than NIS 5,000, and about two-thirds of these receive less than NIS 4,000. According to the National Insurance Institute, only 5% of unemployment benefit recipients receive more than NIS 8,000 a month - up to the payment ceiling, about NIS 10,550 a month.
In previous Social Security reports, even larger numbers of claims were mentioned, but these included claims filed before the crisis, and payments for them continued after the beginning of March. In total, out of about 969,000 people who have received at least one unemployment benefit payment since March (including those whose claim was filed before the crisis), about 466,000 reported returning to work, but most, about 502.5 thousand people, have not yet returned to work. A minority of these may have returned to work and have not yet been notified to Social Security. However, the rate of return to work is declining - from about 267,000 in May, to about 145,000 people in June and only about 10,000 on July 16-1.
From the beginning of the easing of the closure on April 19 until last week, 151,000 new unemployment benefit claims were filed. The rate of submission has dropped from about 24,000 in the last 12 days of April, to about 24,000 in May as a whole, and about 14,000 in June. However, in the first 16 days of July have already been submitted.
Unemployment benefits since the beginning of the crisis have already amounted to NIS 10.2 billion - not including unemployment benefits to be paid in August for July. In April, about NIS 3.5 billion was paid, in May about NIS 2.9 billion, and in June about NIS 2 billion, of which NIS 274 million was for those who joined the unemployment cycle even before the crisis.
Social Security CEO Meir Spiegler said the data on unemployment benefit recipients does not show the actual unemployment rate. The National Insurance Institute regularly transmits the data to decision-makers. "
