Colmobil Energy CEO: Regulations Will Save Billions, Boost Energy Independence, and Slash Pollution

Aviv Pepper, CEO of Colmobil Energy, welcomed the Ministry of Energy and the Planning Administration's groundbreaking new regulations requiring the mandatory installation of solar energy systems on the rooftops of newly built homes over 100 square meters, starting December 2025.

“This is a revolutionary step in Israel’s solar energy industry,” said Pepper. “The move will lead to the installation of dozens of additional photovoltaic systems, with a total capacity of 3,500 megawatts by 2040—a major leap toward meeting the government’s target of 30% renewable energy by 2030.”

According to Pepper, the regulations will provide significant long-term savings for homeowners, reduce air pollution, and enhance energy resilience by allowing households to consume electricity even during emergencies. Additionally, the shift to rooftop solar will help bolster Israel’s energy independence, a strategic priority in today’s global energy landscape.

The financial and environmental impact is equally impressive:

  • Billions of shekels will be saved by reducing the need for large-scale electricity grid infrastructure.

  • Tens of dunams of land will be preserved, avoiding the need to construct expansive transmission networks.

  • Solar production close to consumption will increase overall system efficiency.

A recent study on private rooftop solar installations shows that approximately 10,000 new homes are built in Israel each year. With an average system cost of 70,000 NIS, the total annual market for new residential solar installations is estimated at 700 million NIS.

Colmobil Energy, the largest company in Israel specializing in rooftop solar systems for private homes, is poised to play a leading role in implementing the new policy. The company operates as the solar energy division of the Colmobil Group, one of Israel's largest automotive and energy companies.
