Following the preparations for the public sector to continue the limited work plan in the post-Passover period, in accordance with the guidelines, the Wage Commissioner and the Histadrut Chairman arrived to an understandings regarding the format of the employment of the public sector workers until the end of April.
As part of these understandings, it was agreed that non-essential workers would stay in the period between 17.4.20 and 30.4.20 on paid leave, half of which is at the expense of the balance of the employee's accumulated vacation days and half at the expense of the employer.
Understandings allow the public sector to maintain the level of public service that is appropriate to the present time, while adhering to the restrictions that apply to the economy and the health guidelines on the subject, all in a responsible view of the state budget during this period, and understanding that the public sector must shoulder and step under the stretcher during this challenging crisis.
The arrangement is designed to address the needs of the hour, maintain employee continuity of employment and create certainty for public sector employees and employers.
The arrangement will also apply to the general public sector, and will come into force after the approval of emergency regulations, and in accordance with the assessment of the situation and the decisions that the government will take on the matter.
Histadrut Chairman Arnon Bar-David said: "Since the outbreak of the crisis, workers in the economy have been the flagship of hope and mutual guarantee. We all have national responsibility and the public sector, which was the first to step under the stretcher, continues to share the burden. I am proud of all the employees - those who are required to be there for days to serve Israeli citizens in times of emergency, and those who help ensure the state's compliance with the economic constraints. The current agreement is a manifestation of the spirit of solidarity and gives the economy additional valuable time required by the Ministry of Health's guidelines. I thank the payroll supervisor for the collaboration. Certainly we are facing a great challenge here, but thanks to the joint responsibility revealed by the parties, we will also safely pass the current period. "
