Employees at the Israeli Standards Institute began organizational steps this morning, during which time the institute's activities are disrupted by unilateral steps taken by management.
The Israeli Standards Institute has recently adopted a comprehensive fast recovery program. The Workers and Histadrut Committee respects the plan and implements it, but nonetheless the institute's management takes advantage of the situation and takes abusive behavior, which is inconsistent with the collective agreement and contrary to the long-standing tradition of dialogue and consultation between the parties.
Among other things, the management has made a unilateral decision to cancel all existing collective agreements, adversely affects the promotion of employees and the distribution of ranks and rankings, and promotes outsourcing that will enable entities from Israel and abroad to carry out some of the institute's activities that have so far been carried out without it by the Institute. Employees regularly work on issues that may have implications for employment terms.
Despite numerous inquiries from the employee representative and willingness to enter into the dialogue, no negotiable and substantive negotiations are held between the parties.
Yesterday morning, the employees gathered for an informational meeting, where the chairman of the Sami Shalom Institute staff and the Histadrut in the Tel Aviv-Jaffa area Gershon Gelman presented the options available to them. Last night another negotiation meeting was held between the parties, which ended in a dead end.
The chairman of the Histadrut in the Tel Aviv-Jaffa area, Gershon Gelman, said: "I require the management of the Standards Institute to enter into a regular discussion with the committee on all the issues in dispute. We reach out to management but will not give up in the face of a violation of workers' rights. The steps and the conflict will continue and worsen if the institute's management does not change its conduct. The Histadrut has a longstanding ability and tradition of working with the management to find solutions, and I believe that it is still possible to find a suitable solution that will serve the goals of the Institute but will not hurt the employees. "
About 1,000 employees are employed at the Israeli Standards Institute. Employees at the Institute are accompanied by the Chairman of the Maof Histadrut in the Tel Aviv-Jaffa area Amir Sheftel, the Chairman of the Histadrut of the Engineers in the Gad Gaffani area, the Chairman of the Federation of Engineers in the Avinoam Gabriel Area, and the Chairman of the Maid Federation in the Adv.
