The Ministry of Environmental Protection imposed a financial sanction of NIS 906,000 on Paz Refinery Ashdod following an incident during which the power system in the factory collapsed and emitted a black and thick smoke from the torch for an entire hour - a violation of the permit permit.
Black smoke is made up of particles of combustion material and petroleum products emitted into the air as a result of incomplete combustion. These particles, due to their small size, can penetrate the depths of the lungs and blood vessels and cause various diseases.
The smoke was observed in 2017 by environmental association drives Ashdod - the Yavne region, which reported to the Ministry of the Environment and following the report, a drive from the Ministry to the area went out to investigate the hazard. The company claims the malfunction occurred during factory renovation operations.
But the fact that all backup measures have failed together is indicative of the Ministry of the Environment's position on serious systemic maintenance deficiencies, and early failure to prepare for such failures. The Ministry found that the Company had not taken sufficient action to prevent the recurrence of the breach and to reduce the damage, and therefore decided not to reduce the amount of the financial sanction through the reduction regulations.
The Ministry of the Environment will continue its determined enforcement activities and will use all the tools at its disposal to maintain public health and the environment, and prevent hazards.
