Israel’s Job Market Is Being Reshaped by AI, War and Labor Shortages
Posted on Sep 24, 2026 by Ifi Reporter - Dan Bielski

Israel’s labor market is undergoing significant structural changes, driven by technological development, persistent labor shortages, the impact of the war and the reduced availability of Palestinian workers, as well as demographic trends.
A market review conducted by career consultant Hayot Yogev found that the following were the 10 most sought-after occupations in Israel during the first three quarters of 2026:
- Engineers — including computer, electrical, industrial and mechanical engineers
- Sales workers
- Waiters and bartenders
- Software developers
- Kitchen and cleaning workers
- Caregivers
- Cooks
- Truck and bus drivers
- Construction workers, builders and concrete workers
- Security guards
The list highlights a labor market divided between two very different sources of demand: highly skilled positions driven by technological change, and occupations in which employers face persistent difficulties finding sufficient numbers of workers.
Software Developers: High Demand
Software development remains one of Israel's most in-demand professional fields. According to Yogev's assessment, there were approximately 6,755 vacant software-development positions per month on average, compared with roughly 8,000 software developers seeking employment.
The apparent contradiction — substantial demand alongside a larger pool of job seekers — points to a fundamental change in the technology labor market.
“Employers still need software developers, but not necessarily with the same skills that were in demand in the past,” Yogev said.
The issue is increasingly one of skills matching rather than simply the number of available workers.
Israel Innovation Authority data has similarly pointed to changes in the composition of the country's technology workforce, as companies increasingly seek workers with specialized capabilities linked to artificial intelligence and other emerging technologies.
Four Forces Reshaping Employment
According to Yogev, the current employment picture is being driven by four principal forces:
Technological growth and change, particularly the rapid adoption of AI;
Persistent labor shortages in occupations that are difficult to fill;
The impact of the war and the reduced employment of Palestinian workers;
and demographic changes affecting the composition and availability of Israel's workforce.
The first category includes engineers and software developers, where demand is increasingly connected to technological transformation and specialized expertise.
The second includes construction workers, cooks, waiters, drivers, caregivers and kitchen workers — occupations for which the economy requires large numbers of employees but frequently struggles to recruit sufficient workers.
Foreign Workers Fill Critical Gaps
Israel's expanding use of foreign workers in construction, restaurants, caregiving, hotels, industry and other services is another indication of the persistent shortage in these occupations.
Unlike some technology-related shortages, these gaps cannot necessarily be resolved simply through retraining workers in the short term. They are also influenced by wages, working conditions, geographical distribution and demographic changes.
The result is a labor market in which highly educated professionals can simultaneously face intense competition for some positions while employers struggle to fill other jobs.
Job Seekers Surge During 2026
The number of job seekers also increased substantially during the first seven months of 2026.
An average of approximately 220,000 job seekers were registered each month between January and July, compared with roughly 178,000 during the corresponding period of 2025 — an increase of approximately 24%.
Much of the increase was attributed to an exceptional rise in workers placed on unpaid leave during the period referred to as “Operation Roaring Lion.”
However, the year-on-year comparison also provides a more nuanced picture. The number of job seekers in July 2026 was approximately 10% lower than in July 2025, according to the figures cited in the assessment.
The divergent trends illustrate how quickly Israel's labor market has been affected by changes in the security and economic environment.
AI Is Becoming a Basic Workplace Skill
Artificial intelligence is emerging as one of the most important forces changing the definition of employability.
Yogev identifies practical AI skills, technological literacy, analytical thinking, adaptability and continuous learning among the abilities increasingly sought by employers.
At the same time, traditional human skills remain important.
Communication, creativity, leadership, influence and the ability to work effectively with others are increasingly being viewed as complementary to technological capabilities rather than as alternatives to them.
According to a 2026 study cited by Yogev from the Bank of Israel and the Israel Democracy Institute, approximately 57% of Israeli employees already use AI at work at least once a week.
This suggests that AI is no longer a specialized tool reserved for technology professionals. It is increasingly becoming a basic workplace capability across a much broader range of occupations.
AI Jobs Are Expanding Inside Israeli Tech Companies
The Israel Innovation Authority estimates that approximately 42% of Israeli high-tech companies already employ workers in dedicated AI positions.
Among the roles gaining importance are:
- AI researchers
- AI engineers
- Model developers
- AI implementation specialists
- AI compliance managers
The transformation is not limited to the technology sector itself.
Marketing, sales, human resources, customer service, project management, software development, content production and administrative functions are all being significantly affected by AI.
Some occupations are expected to contract more rapidly, including cashiers, bank clerks, secretaries and administrative assistants, certain accounting and payroll positions, telemarketing and parts of the graphic-design profession.
The New Advantage: Adaptability
The changing labor market suggests that professional qualifications alone may no longer be sufficient.
Workers increasingly need the ability to acquire new skills quickly and to work alongside AI systems rather than compete directly with them.
For employers, this creates a parallel challenge: identifying candidates who possess both technical competence and the ability to learn, adapt and communicate.
The most valuable employee of the future may therefore not necessarily be the person who knows the most today, but the person capable of learning fastest as the requirements of the job change.
How Long Does It Take to Find a Job?
The estimated time required to find employment varies considerably according to occupation and seniority.
According to Yogev's assessment:
- About three months for professionals in highly sought-after technology positions
- Six to seven months for other professional positions
- Six to 12 months for senior management positions
The figures underline the growing gap between sectors experiencing acute labor shortages and areas where the supply of qualified candidates exceeds immediate demand.
Israel’s Labor Market Is Entering a New Era
The employment figures for 2026 point to a labor market undergoing more than a temporary adjustment.
Israel simultaneously needs engineers and AI specialists, while also requiring thousands of construction workers, caregivers, drivers, cooks, waiters and other essential workers.
The challenge is therefore not simply creating more jobs.
It is creating a workforce whose skills match the economy's rapidly changing needs.
As AI becomes embedded in everyday work, the ability to use technology effectively — combined with analytical thinking, adaptability, communication and creativity — is increasingly becoming a core component of professional employability.
For Israeli workers, the message is clear: the labor market is changing faster than many traditional career paths.
