Construction Industry Calls for Immediate Increase in Foreign Worker Quota

Representatives of Israel's foreign manpower corporations in the construction sector have submitted an urgent appeal to Justice Minister Yariv Levin, calling on him to exercise his legal authority to raise the national cap on foreign workers from 3.3% to 3.8% of Israel's population.

Industry leaders argue that the move would allow the immediate recruitment of approximately 50,000 additional foreign workers, helping address severe labor shortages that continue to affect key sectors of the Israeli economy.

Under the proposal, the additional workforce would be allocated as follows:

• 20,000 workers for the construction industry;
• 15,000 workers for the Metro railway project;
• 15,000 workers for industry and commerce.

Supporters of the initiative say the expansion is essential to maintain the pace of national infrastructure projects and support Israel's economic recovery.

Construction Sector Still Facing Critical Labor Gap

The construction industry continues to struggle with an unprecedented shortage of workers following the October 7 attacks and their economic consequences.

Although thousands of skilled foreign workers have entered Israel through private recruitment channels over the past year, industry representatives say the shortage remains significant.

While the government has approved a quota of 120,000 foreign workers for the construction sector, only about 85,000 are currently employed, leaving tens of thousands of positions unfilled.

Legal Cap Seen as Main Obstacle

According to industry officials, the primary obstacle is no longer recruitment capacity or employer demand but the statutory ceiling limiting the proportion of foreign workers within Israel's population.

They argue that raising the cap to 3.8% would enable the government to fully utilize the approved quotas and provide critical manpower to sectors facing acute labor shortages.

Industry representatives warn that failing to expand the quota could further delay housing construction, slow major infrastructure projects, increase housing prices, and negatively affect the broader Israeli economy.

Conversely, they say that authorizing additional foreign workers would help sustain construction activity, accelerate infrastructure development, and strengthen one of Israel's principal engines of economic growth.

Decision Now Rests with the Justice Minister

The appeal places the decision squarely in the hands of Justice Minister Yariv Levin, who holds the authority under existing legislation to adjust the national foreign worker ratio.

Industry leaders are urging swift action, arguing that increasing the quota would provide an immediate solution to one of the most pressing challenges facing Israel's construction sector and broader economy.
