Delayed Transfer of NIS 200 Million to Arab Authorities in Israel Sparks Controversy

In a significant and long-awaited development, the ministry of interior and the state budget recently disbursed NIS 200 million to the 67 Arab authorities in Israel, following a delay of approximately three months. The decision to transfer these funds was initiated by the Minister of the Interior, Moshe Arbel. The delay had created severe financial strain for these authorities, leaving them unable to function properly, pay their employees, or fulfill contractual obligations with suppliers.
Finance Minister Bezalel Smotrich had vehemently opposed the transfer in previous weeks, insisting that an oversight mechanism be established to prevent the funds from falling into the hands of potentially hostile entities. Nevertheless, the transfer ultimately proceeded, as the Minister of Finance exercised his discretion to release the funds. Officials in the Prime Minister's Office, alongside security authorities, advised against withholding the funds at this critical juncture.
Notably, the funds were transferred without the establishment of a new oversight mechanism, prompting criticism from senior officials within the Ministry of Finance. These officials argued that there was no substantial risk of the funds reaching hostile parties, stating that "we know exactly where every shekel goes."
Minister Smotrich had expressed concerns that some of the funds allocated to Arab authorities might end up in the hands of hostile elements and criminal organizations. He firmly believed that the creation of a specialized oversight mechanism was necessary to avert such dangers. Former Interior Minister Ayelet Shaked, on the other hand, maintained that the funds needed to be transferred to the Arab authorities, regardless of the presence of an oversight mechanism.
All of the NIS 200 million were disbursed to the Arab authorities on the last day, with the Minister of Finance seemingly turning a blind eye to the transaction. His office did not issue any official response regarding the transfer of funds.
In recent days, security officials had warned Prime Minister Benjamin Netanyahu that failing to transfer the funds could result in problems within Arab settlements, which would be highly undesirable under the current circumstances. Both security officials and senior figures in the Ministries of the Interior and Finance had consistently emphasized that there was minimal risk of these funds reaching hostile organizations. They cited the existing control and reporting mechanisms, which ensure that the funds are used for their intended purposes. All money transfers are legally documented and reported to the relevant ministries.
