Labor Minister Extends Working Hours Amidst Labor Shortage Due to Iron Swords War
Posted on Oct 10, 2023 by Ifi Reporter - Dan Bielski
In response to the severe labor shortage stemming from the ongoing Iron Swords War, Labor Minister Yoav Ben Tzur has authorized an extension of working hours in the Israeli economy. The conflict has created numerous challenges for workers who face difficulties and fears in commuting to their workplaces. Many have also been recruited into reserve service, with the expectation of further mobilizations.
The Ministry of Labor has recently been inundated with inquiries from employers regarding the manpower deficit and has requested special permits to allow longer working hours to address the situation.
Minister Ben Tzur, recognizing the dire circumstances and responding to employers' pleas, has signed a general permit for extended work hours as a temporary measure to help the economy adapt to the shifting demands on the home front.
Under this new regulation, the weekly overtime limit has been raised to 25 hours. However, the total working hours, including overtime, may not exceed 67 hours. Furthermore, the overtime quota should not exceed 90 hours. Employers will be allowed to have daily shifts of up to 14 hours, inclusive of overtime, with the consent of the employee. A mandatory break of at least fifteen minutes between 12:00 and 14:00 on the working day is also prescribed.
The permit takes effect immediately and will remain in force until either the special situation declaration in Aruf is lifted or until 14 days have passed from the publication date, whichever comes first.
Minister Ben Tzur emphasized the need for these measures, stating, "The State of Israel is at war, and we are taking these actions to prevent any shortage of food and essential products. The Ministry of Labor's role is to respond to the labor market's needs and ensure the uninterrupted production and delivery of vital services to our citizens. We will continue to conduct thorough assessments of the labor market's operation and do everything in our power to protect the rights and safety of workers while maintaining the regular functioning of the economy."
The permit's implementation aims to alleviate the immediate labor challenges brought about by the Iron Swords War, providing some respite for businesses and their workers during this tumultuous time.
