Entry by private car in the morning to most cities in the center of the country - including Rishon Lezion, Herzliya, Petah Tikva and Or Yehuda - and departure in the afternoon, will result in payment starting in 2024. This is according to the map of payment rings during rush hours, published by the Ministry of Finance (Tuesday).
The plan to collect a congestion charge at the entrance to the Gush Dan metropolitan area includes three virtual rings. The outer ring, farther from the center of Tel Aviv, begins in the southwest - in the Palmachim area, continues along the border of Rishon Lezion Ness Ziona (Road 431), west of Lod and Ramla (not included in the ring) until connecting with Road 40.
The ring continues north along Route 40, and splits east after Kiryat Ono - so Petah Tikva is also included. Its northern part passes south of Tel Aviv, along Road 5 near Ramat Hasharon. Drivers of cars who arrive outside Tel Aviv between 6:30 and 10:00 and cross this ring - will pay 10 shekels.
The middle virtual payment ring, starting from Bat Yam in the south, envelops the cities of Holon, Ramat Gan and Bnei Brak (which are included inside the ring), continues north, crosses the outer ring, and encircles Herzliya to the east - so Herzliya is included in the ring and Hod Hasharon is not. From there it continues west on the border between Herzliya and Raanana. Drivers who cross the middle ring will pay an additional 10 shekels.
The inner virtual ring - the crossing of which will result in an additional payment of NIS 5 - surrounds the city of Tel Aviv. The boundaries of the ring are not final and require detailed planning to be done later.
A car driver who travels in the same direction between 15:00 and 19:00 will pay NIS 5 in case he crosses the middle ring and an additional NIS 5 in case he crosses the inner ring. A fee of NIS 2.5 will be charged for crossing the outer ring.
Driving in the opposite direction - from the center of Tel Aviv towards the exit from the city, will cost the driver 2.5 shekels in case he passes the outer virtual ring, and 5 shekels each time he crosses the other virtual rings. The maximum amount a car driver will pay will amount to NIS 37.5. Monitoring of vehicle crossings will be carried out using cameras.
The draft Arrangements Law from about two months ago included discounts for drivers who agree to assemble a component in their vehicle that will allow the vehicle to be identified for the purpose of determining the charge. These assumptions were removed from the final draft law, due to the opposition of the Privacy Protection Authority to the installation of the component on the vehicles.
Motorcycle riders will pay half the amount that car drivers will pay, and truck drivers will pay an amount that is twice as high. Buses, service taxis and emergency and rescue vehicles will be exempt from payment.
In 2025, the scope of the hours in which they will pay a congestion charge will probably be expanded. The Minister of Finance may determine in the future that drivers of vehicles with a high number of passengers will be exempt from payment.
