social workers employed through contracts in the public health system will get dramatic wages improvement

Posted on Oct 19, 2018 by Ifi Reporter

An achievement for about 1,500 social workers. An agreement was reached with the Ministry of Finance, an agreement led by the Histadrut.
Agreements have been reached on the application of the extension order to workers' organizations also on employees employed through contracts in the public health system.
So far, not all social workers in the Ministry of Health have the same conditions of their colleagues in other ministries, due to disagreement over the interpretation of the agreement. Following the change in the definitions of the roles of social workers in Ministry of Health tenders, it was agreed to apply the terms of the extension order to those employees. The new understandings led to a dramatic improvement in the wage conditions of workers and workers in the mental health rehabilitation basket in the community, in services such as sheltered housing, employment support, and supplementary education.
The meeting was attended by Histadrut Chairman Avi Nissenkorn, Deputy Minister of Health Yaakov Litzman and Director General of the Ministry Moshe Bar Siman Tov, Deputy Budget Director Alon Messer and Chairman of the Association of Social Workers inbal Hermoni.
In February 2017, the expansion order was signed, linking the terms of employment of social workers in organizations that provide services to government ministries (budgeted associations), to the conditions customary among social workers in the local authorities. These conditions include all the parameters set out in collective agreements, including wage supplements, one-time grants, vacation days and sick leave, clothing and health insurance, provident funds and a study fund.
Until now, the terms of the extension order have not been paid to some 1,500 social workers who have been employed in the health care system through external agreements, and after the agreements reached by the parties yesterday, these conditions will also be fully implemented.
According to the agreements, the current payments pursuant to the expansion order will be paid to the employees starting from the salary of November 2018, paid at the beginning of December. Employees who have not been covered by the extension order so far will be paid retroactively for this year and the same terms in the January 2019 salary
