"failure rates in fingerprinting were found in border control and in police checks"

Posted on Oct 16, 2018 by Ifi Reporter

The Joint Committee established to discuss the Biometric Database Law, in order to examine the findings of the Supervisor of Biometric Applications, will discuss the functioning of the database in its first year. Among other things, there were high failure rates in fingerprinting - both in border control and in police checks.
Between July 2017 and July 2018, the unit responsible for biometric applications, which is subordinate to the national cyber network of the Prime Minister's Office, examined the functioning of the Population and Immigration Authority, the National Biometric Database Authority, and the Israel Police - against the biometric database. The study found several defects, which were supposed to be treated after five years of activity. Among other things, it was found that the existing systems fail to recognize the fingerprints of Israeli residents.
Most of the findings are presented in the report, but a confidential appendix dealing with security issues and private issues has not been distributed, according to the report, which is signed by the head of biometric applications, Roy Friedman. The Population Authority responded by saying that this is an insignificant defect, since the comparison of the picture of the face meets the required error rates, and in the case where the machine does not recognize the passport holder against its fingerprint, the passenger is sent to a position manned by a border controller, According to the PA, "some of the mistakes stem from the untrained finger of the residents."
Another finding in the report is the existence of a route for the identification of passengers, in which a biometric system compares a non-biometric passport image to the passenger itself, and reports that there are no reports of how the images are stored.
