Israel Mandates Solar Panel Installation on New Homes Starting December 2025

 In a significant step toward increasing Israel’s energy independence and reducing emissions, new government regulations will require the mandatory installation of solar energy systems on the roofs of all new homes over 100 square meters, starting December 2025.

The move, initiated by the Ministry of Energy and the Planning Administration, is designed to help Israel meet its national target of 30% renewable energy by 2030.

Massive Impact on Solar Energy Capacity

According to Aviv Pepper, CEO of Colmobil Energy, the regulations are expected to drive the installation of tens of thousands of photovoltaic systems across the country, contributing an estimated 3,500 megawatts of solar capacity by 2040.

“This is a revolutionary step in Israel’s solar energy sector,” Pepper said. “It will not only help meet renewable energy goals but also lower household energy costs, reduce air pollution, and ensure better energy access during emergencies.”

Economic and Environmental Benefits

The regulation is expected to result in substantial financial and environmental savings:

  • Billions of NIS saved in future investments in national electricity grid infrastructure

  • Tens of dunams of land preserved, as production is located close to consumption centers

  • Enhanced resilience and energy independence in times of crisis or grid failure

A recent study on rooftop solar installations in Israel shows that approximately 10,000 private homes are built annually. With an average system cost of 70,000 NIS, the annual market for new installations could reach 700 million NIS.

Colmobil Energy Leads Market

Colmobil Energy, a subsidiary of the Colmobil Group, is currently the largest company in Israel specializing in rooftop solar energy systems for private homes. With demand expected to surge following the new regulation, the company is positioning itself to play a central role in Israel’s transition to clean energy.
