Histadrut demands a solution within a week which will regulate the payment of the isolation days of the workers

Chairman of the Histadrut, Arnon Bar-David demands to find a solution within seven days, which will regulate the payment of the isolation days of the workers. In an urgent letter sent to Prime Minister Benjamin Netanyahu and Finance Minister Israel Katz, the chairman of the Histadrut demands that an immediate solution be found to the issue.
Bar-David states in his application that according to the High Court ruling, as of October 29, there is no arrangement regarding the payment of isolation days for workers in the Israeli economy and therefore "it is a matter of abandoning the working public to loss of livelihood due to isolation days. It is not possible that during a global epidemic, the working public is left without a solution to such an acute issue. "
According to Bar-David, "In the absence of the series, the Histadrut reserves the right to take all legal measures at its disposal. I will not give in to their abandonment and harm to the wages of all employees in the State of Israel."
The chairman of the Histadrut also wrote that "although the Histadrut under my leadership has worked tirelessly, with very short schedules and intensively, to find a solution to the legal situation created by the High Court ruling, the workers are currently in a chaotic situation and lack of complete series of weighty issues in Israeli labor relations. ".
The High Court ruled that it is not possible to declare an employee who is required to be in solitary confinement on sick days and budget until September 30 for the parties - the government, the Histadrut and employers - to find a solution that will satisfy all parties on the issue. On the 30th of the month, according to the High Court ruling, the parties signed an agreement, but it was controversial. According to the agreement, the first two days of isolation will be at the expense of the employee and the funding for the rest of the days will be divided 50% -50% between the government and the employers.
The problem was that the president of the Manufacturers 'Association, Dr. Ron Tomer, represented only some of the employers' organizations, while other organizations, including the Presidency of the Business Gender, the Craft and Industry Association, the self-employed organizations as well as MKs opposed the agreement.
The High Court granted the request to extend the deadline for the entry into force of a new agreement until October 28, four days ago, but again on the last day that the High Court set aside for reaching the agreement, members of the Knesset Labor and Welfare Committee refused to approve it.
The night before, Finance Minister Katz assured the chairman of the Knesset's Economics Committee's subcommittee, MK Keren Barak, that the government would remain funded by 75% of the insulation costs for businesses with up to 10 employees.
However, when the issue reached the Labor and Welfare Committee the next day, the committee's chairman, MK Haim Katz, demanded that the state fund the isolation for businesses for up to 23 workers. The Treasury did not agree to this - and the hearing was adjourned, without a new date being set for it.
Since then, there have been contacts between the Ministry of Finance and the Welfare Committee, but so far without results. Only one result is now clear to everyone: the workers have been financing for four days (there are also those who work on Saturday) its isolation was required by the state. The big fear is that some of the workers will break the insulation and go to work, so as not to lose hundreds of shekels every day of insulation that they will have to finance themselves.
The chairman of the business sector presidency, Dubi Amitai, reinforces the Histadrut chairman's call and states that "the business sector presidency is leading the fight to remove the burden of financing the isolation days on employers, but as the committee and the isolation tax campaign also argued, the state must take responsibility On the decisions it makes to prevent the disease and fund its consequences and not impose it on employers or employees.
"In light of the clear positions heard last week by the chairman of the Labor Committee, MK Haim Katz and the other members of the committee, it is clear to everyone that the only solution is to finance the days of isolation by the state."
