The Ministry of Finance, the Ministry of Economy and the Innovation Authority have announced that they are launching a joint program that will encourage the training and placement of jobseekers in order to integrate more people in the high-tech industries. This is a call for proposals intended for employers or training bodies that work with employers - the purpose of which is to train about 3,000 employees in the R&D professions and R&D supporters in the coming year.
The program is intended for bodies that will offer training and employment for a minimum of ten employees - with each employee receiving between NIS 25,000 and NIS 45,000. 25% of the grant will be distributed for the training process and 75% for the employment of the program graduate. The call that will be launched this week is open for bids for 4 weeks and will prioritize training programs that are shorter than 12 months - with the potential for employment within six months of completing the training.
The three bodies have conceived the plan in recent weeks in response to the employment crisis that Israel has encountered following the Corona plague. Due to the second closure, hundreds of thousands of other Israelis joined the circle of job seekers. The aim of the program is to bring into the labor market people with high skills - academics or graduates and quickly train them in professions related to research and development, cyber, IT, quality control, SDR and DevOps.
According to the Authority's announcement, preference will be given to jobseekers who are not employed in the high-tech industry. This means that the program will not allow the promotion of people who already work in high-tech and are interested in acquiring additional skills. The cost of the program is NIS 60 million and if it succeeds - it will be expanded again.
According to the Innovation Authority, the program does not have strict threshold conditions and is intended for all types of models of training and placement. It is suitable for online or combined training (physical and online), employer training or training by a dedicated body and then internship and placement with the employer, or employing program graduates as freelancers or employees and integrating them into R&D or R&D supporters.
The Innovation Authority launched the "Human Capital Development Fund" about two months ago, in which it provides 30% -70% support for training, specialization or placement programs for high-tech R&D employees. According to the Authority, the goal is to encourage the integration of Israelis who They have under-representation in high-tech - such as residents of the periphery.
