Regulations combined occupancy restrictions of up to 50% on the Israel Railways and the busses

The Knesset's Economics Committee approved the final regulations for the operation of public transportation systems during the closure period. The regulations combined occupancy restrictions of up to 50% on the Israel Railways and the bus system, with the obligation of only a single passenger in taxis, but on the other hand granting a full exemption to traffic restrictions on the light rail system in Jerusalem.
A penalty bar has been set for those who improve the instructions: operating a bus or a central station without a permit will charge the operator a fine of NIS 2,000; The entry of a passenger without a mask will charge a fine of NIS 1,000 per person, and failure to prevent eating or selling food will charge the operator a fine of NIS 5,000.
The discussion in the committee was stopped after it became clear that the state had approved the free movement of passengers on the light rail in Jerusalem. This is a 14-kilometer route that connects Givat Ze'ev to Mount Herzl, with a possible capacity of several hundred people per trip. Knesset members demanded answers to the question of checking the heat or limiting occupancy there, 5% of passengers on public transportation across the country undergo a heat test before boarding the means of transportation, and while on the Israel Railways every passenger is checked at the entrances, on the bus routes no one can verify whether a person with a fever boarded the ride. It was further realized that the state has no solution to the situation, and it imposes the duty of testing on the bus companies. As far as the figure is concerned, this means that it is possible that despite the restrictions on public transport travel, in most journeys it is not possible to prevent or monitor the entry of a person with a fever to the bus.
Regarding the capacity of the light rail passengers in Jerusalem, the Knesset committee approved the regulations, only after the incoming Director General of the Ministry of Transportation, Ofer Malka, promised to apply a mechanism that would prevent over 65% of passengers. People in every caravan, Malka also said that only 700 of the 8,000 buses had partitions placed between the driver and passengers, due to restrictions on local production.
The Organization of Bus Drivers in Israel from the Histadrut said in response: "Once again regulations have been approved that will be implemented in the field is impossible. There is no chance of maintaining social distance on buses and drivers have no explicit authority to continue traveling. "It is clear and will not leave the decisions to the ground. Such a reality in most cases causes serious incidents of violence against the drivers. It has once again been proven that the bus drivers are thrown under the wheels."
