The plan of the Ministry of Economy to encourage the absorption of workers and workers whose participation in the labor market is low is underway. The Investment Authority allocates NIS 46 million to the plan, which stimulates employers to absorb workers. The program encourages employers to absorb workers whose participation in the labor market is low: persons with disabilities, single parents, Druze, Bedouin, Circassians, ultra-Orthodox and residents of national priority areas A.
The amount of assistance for each worker is on average 20% of the worker's wage for 30 months, in some cases employers will be entitled to even greater assistance.
Assistance will be provided in two tracks:
* A track to assist the absorption of additional workers in the assistance areas designated for employers in national priority areas and Jerusalem. The employer is required to commit to employment of at least five new employees, at least 70% of whom will be from populations whose participation rate is low and the minimum gross wage per employee will not be less than 75% of the average wage in the economy.
* A track of populations with low rates of participation in employment. It is intended for employers throughout the country. The employer is required to commit to employ at least 5 new workers, at least 90% of whom will be from populations with low participation rates and the minimum gross wage per worker will not be less than 70% of the average wage in the economy. In some cases, fewer than five new employees can be employed and receive higher assistance.
The assistance will be provided by way of competitive allocation. The deadline for submission of applications is 23.05.2019. Applications will be submitted via the Internet through the Investment Authority website.
Dr. Nahum Itzkovitz, the director of the Investment Authority, said that the ministry is employing incentives to employ workers whose integration into the labor market is low, which is vital for the promotion of selected population groups The Authority's ambition is to create options in which the salary will be at least 70% From NIS 7,000 per month.
The track experience in 2018 shows that the level of wages offered by employers is higher than in the past, and the quality of jobs improved over previous years. The change in policy on this issue proved to be correct. The more these groups of workers integrate quickly and better in the labor market, this integration will be of tremendous benefit to Israeli society and industry and to the workers themselves. "
