Five months after the agreement reached between Channel 10 and Channel 13 regarding the merger, members of the Second Authority Council approved the merger. Eight council members supported the merger, and only the head of the Second Authority, Yulia Shamalov-Berkovitz, objected.
In the end, it was determined that there would be no restrictive conditions for the merger, since they understood that it would not be possible to impose unequal conditions that would not apply to Keshet as well.
The meeting of the Second Authority took place in light of Minister of Communications Ayyub kara's decisiobn to dismiss the chairman of the the second autority, Yulia Shamalov-Berkowitz, from her post.
The approval of the Second Authority for the merger brings the implementation of the merger closer to the very near term, apparently at the beginning of January. However, the parties still have to reach agreements on the ownership structure, and before that, Keshet and Keshet are supposed to reach an agreement regarding the sale of the shares in Keshet News.
Following the approval of the merger, shareholders of Channel 13 and Channel 10 stated in a joint announcement that they welcomed the decision of the Second Authority Council: A merger of  the two networks will enable the merged company to work to preserve the majority of its employees and offer the Israeli viewers a better television, based on investment in quality and original content, while maintaining media pluralism. "
Minister of Communications Ayoub Kara also welcomed the council's decision and wished success to the expected merger.
The Council of the Second Authority stated: "The Council held a hearing process professionally and transparently.
The council members heard a number of representatives from various parties who came as part of the public hearing.
The ISRAC board was convinced that in the existing market situation there is justification for the merger.
