According to the Ministry of Transport's approved plan, from January 1, 2019, a bicycle or electric scooter will be prohibited for those who do not have a driver's license or who have not yet passed the special course test or have not been certified. The fine imposed for riding an electric bicycle or a motorized scooter without a helmet will be raised from NIS 250 to NIS 1,000.
The Ministry of Transportation will also promote legislative amendments in accordance with the Licensing of Services and Professions in the Vehicle Industry Law, whereby Ministry inspectors, together with local authorities and police officers, will be authorized to impose fines of NIS 10,000 for all non-standard wheels.
From January 1, 2019, all cyclists and electric scooters will also be required to wear a bright vest during riding during dark hours and during poor visibility. Obtaining a driver's license will be rejected for a year for those convicted of cycling or electric scooters under the age of one year, and for those who ride electric tools that do not meet the speed limit (up to 25 kph).
 The draft resolution imposes on the Ministry of Internal Security, in cooperation with the Ministry of Transport, the Ministry of the Interior and the Ministry of Economy and Industry, to promote a legal infrastructure that will allow the confiscation and scraping of non-standard electric rolling tools from those who ride or market these tools.
 Confiscation and disassembly will take place in cases where the rider is a vehicle under the age of 16, a vehicle during drunkenness, an additional person who contravened the law or did not comply with a red light. According to the plan, enforcement authorities will also be extended to inspectors in the local authorities, so that they can also confiscate and dispose of tools that were used unlawfully by the rider or the marketer for bicycles and sidewalks.
