The head of the Mossad, David (Dadi) Barnea, last night (Thursday) received from the Prime Minister of Qatar, Muhammad al-Thani, the official response paper of Hamas, after many delays. The document from the terrorist organization was received hours after an Israeli official claimed in a conversation with Ynet that there are "positive indications" of some progress in talks for another hostage deal, but it is too early to know if this will lead to the start of negotiations.
Israel is now analyzing the terrorist organization's answer, which includes a series of demands and conditions, and within a short time the Prime Minister's Office said: "Hamas continues to fortify itself with unfounded demands. An update on the matter will be brought tomorrow to the War Cabinet and the Political-Security Cabinet."
Hamas claimed that the document includes details about a hostage deal, and details the terrorist organization's vision for a cease-fire, which includes the "ceasing of aggression against the Palestinians in Gaza", the provision of humanitarian aid, the return of displaced Gazans to their homes and the withdrawal of IDF forces from the Strip. Following the receipt of Hamas' answer, The War Cabinet is expected to convene for an urgent discussion to decide whether to open negotiations.
The war cabinet had already convened yesterday evening, but the terrorist organization's answer came after its dispersal. An Israeli official said that "we are heading for very difficult times. Israel will have to make difficult decisions if we enter into negotiations."
Hamas' answer was received yesterday after the mediators, including Qatar, exerted heavy and unprecedented pressure on the terrorist organization. Last Saturday it was reported in the American "Wall Street Journal" that Qatar threatened to expel from its territory senior members of the political office of Hamas who are staying in Doha if they do not succeed in convincing the leadership in the Gaza Strip to reach an agreement with the mediators and Israel. At the same time, Israel was confident that the killing of Marwan Issa, if indeed he was killed in the attack that took place on Saturday night, would have an effect on the leader of Hamas in Gaza, Yahya Sinwar.
At the headquarters, the families of the abductees turned to the members of the cabinet, saying: "Don't reject the abductee deal. In recent weeks, senior US officials, including President Joe Biden, expressed some optimism that a deal would be reached before the beginning of Ramadan, but Hamas fortified its positions, refused to give an official answer to Israel's questions, and a senior Israeli official who was not privy to the details said at the time that there was "no doubt" that Sinwar chose to degrade the Middle East and cause bloodshed during Ramadan. The Prime Minister of Qatar even told the head of the Mossad in Barna that "Hamas has made a decision not to answer or give any details on the two main issues: the updated list of the abductees, and the number of prisoners that will be released for each Israeli abductee."
The Americans also later said that the cease-fire could have already started if Hamas had not delayed it, and the Israeli source pointed out that Hamas chose chaos over the alternative of a six-week truce, with humanitarian aid that would have considerably eased the suffering of the Gazans.
