During the month of October, 25,402 jobseekers with disabilities were registered in the employment service, which constituted 9.1% among all jobseekers in that month. This emerges from a special report published by the Employment Service on the occasion of the International Day for the Rights of Persons with Disabilities, which took place on Friday.
Although this is a relatively low rate for the proportion of people with disabilities among the general population since according to the CBS (as of 2020) 12% of those aged 20 and over have a severe functional disability and 29% of those aged 65 and over - the participation rates of people with disabilities in the market Employment is much lower, as according to the Central Bureau of Statistics for 2020, only about 60% of this population participated in the labor force, compared with 83% among the rest. Looking for a job, and therefore not registered with the employment service.
The employment service said that although there are no official figures for last October regarding the participation rate of people with disabilities in the labor force, it is known that many of them dropped out of the labor force during the Corona crisis and did not return to work.
Data from the Employment Service also show that the proportion of people with disabilities who demanded income security among job seekers was 20% last October.
The data clearly show the impact of disability on older people, and indeed the proportion of people with disabilities among older jobseekers (over 51) was 14.8% - eight times compared to their rate among young jobseekers (up to 34) which stood at 1.8%. The Employment Service notes that this figure indicates the high risk in which older jobseekers are required to need social benefits such as income and disability insurance, which entitles them to unemployment benefits.
It also shows that in the distribution by socio-economic clusters, it seems that the proportion of job seekers with disabilities was higher in the lower clusters (1-3) and stood at 12.8%, and lower in the high clusters (8-10) and stood at only 3.2%. Similar data also arise when examining their rate of distribution by level of digital proficiency, while job seekers with disabilities accounted for 14.2% of all job seekers lacking digital skills, whereas among those with digital skills their rate was only 8%.
The Social Survey of the Central Bureau of Statistics (CBS) published this week regarding the situation of workers with disabilities in the whole of 2020, shows that 75% of them were employed full-time and 25% were employed part-time, compared with 85% and 15% respectively among others.
The CBS data also show that 36% of employed persons with disabilities think that their job allows for promotion at work, compared with 51% of other employed persons, and 47% of employed persons with disabilities are dissatisfied with their income from work, compared with 30% among other employed persons.
Meanwhile, according to the CBS survey, 26% of employees with disabilities earn up to NIS 5,000 gross per month, compared with only 13% of employees without disabilities. 46% of employees with disabilities are unable to cover the monthly expenses of the household, compared to 22% of employees Without disabilities.
The Director General of the Employment Service, Rami Graur: "The high figure of job seekers with disabilities once again indicates the concern expressed by the Employment Service about a setback in the integration of vulnerable populations in the labor market. In recent years, thanks in part to the Employment Circles Employment Circles program, the integration of people with disabilities into employment has increased. In order to return them to the work cycle, there is a special need for activation programs and an emphasis on strengthening their digital skills. "
