Following the criticism in recent days, Finance Minister Israel Katz instructed the professionals in his office to expand the outline of compensation to be given to businesses as part of the Wall Guard operation, so that businesses within 40-80 km of the Gaza Strip border will also be entitled to compensation.
In the cities involved, any business owner who was injured during the riots and closed for at least 7 days will also be able to receive indirect compensation beyond the direct compensation.

As part of the new outline that will be submitted to the Finance Committee for approval next week, businesses that are up to 80 km from the Strip will receive compensation according to a wage route for employees who have been absent from work from day one.
Alternatively, any business owner across the country, whose turnover in May-June has fallen by 25% for any reason, will receive compensation according to the corona outline - including reimbursement of fixed expenses and property taxes, according to the existing plan, so that virtually all businesses across the country can receive compensation.
Of course, the expansion of the eligibility range significantly micromanages the compensation outline of the Wall Guard operation. At the beginning of the week, representatives of the Ministry of Finance presented a compensation plan similar to that in Operation Eitan, in which only businesses within 40 km of the Gaza Strip border could apply for compensation, despite the fact that the education system and many businesses were closed within 80 km. From the Strip.
The outline was then received with harsh criticism, and committee chairman Moshe Gafni asked the Ministry of Finance to expand the range of compensation.
The Ministry of Finance preferred to present the change as part of the decision-making process and not as a fold in the face of the fierce criticism it provoked :, and stated: Those hit by missile fire all over the country, or hostilities in the mixed cities (already being carried out in accordance with the law), will also be given in the regulations indirect assistance in several routes to the Gaza Strip up to 7 km, in accordance with the law, and all businesses up to 40 km ( "Cycle route, wage route and a designated route for agriculture) based on principles for the Eitan cliff outline, with the necessary adjustments."
The Ministry of Finance added: "In addition, a business owner, in the cities involved or in the rest of the country, who has direct damage during the riots and the wall guard and is closed for at least 7 days can receive indirect compensation (wage route or cycle route), beyond direct compensation.
Also, due to Home Front Command guidelines during Operation Wall Guard, which ordered the closure of the education system without a protected area up to a line of about 80 km (Netanya and south), and given the effects of the corona crisis in the past year, the finance minister decided to allow business owners 80-40 km Eligibility to receive a route - according to which an employer will be able to file a claim for reimbursement at wage age paid to employees for the days of their absence resulting from the security situation in accordance with Home Front Command guidelines.
"Alternatively, any business owner throughout the country, whose turnover in May-June fell by at least 25%, will be able to receive compensation according to the corona outline, including reimbursement of fixed expenses and a property tax refund grant according to the existing economic safety net."
The President of the Manufacturers' Association and the Chairman of the Presidency of Employers and Businesses, Dr. Ron Tomer, referred to the decision of the Minister of Finance, Israel Katz, to extend the compensation for businesses affected by Operation Walls to those within 80 km of the Gaza Strip: For the 40-kilometer range from Gaza in communities that have received dozens of alarms and hundreds of missiles, they will not receive monetary compensation from the state and as a result will not be able to pay wages to their workers.
It is good that the Minister of Finance listened to our demand and made a decision that internalizes that the state should be responsible for its citizens and help them, not abandon them to their fate. As I have already stated, if the state does not compensate all the businesses that have absorbed missiles so that they have money to pay to the workers who stayed at home during the fighting, but only the businesses in the south, we will refuse to sign a collective agreement. "Minister Katz's decision sends an important message to employers and employees who knew that in the next conflict, the State of Israel will stand behind them."
