The Corona Cabinet approved the increase in fines for violating Corona regulations, in a decision passed almost unanimously - with the exception of Interior Minister Aryeh Deri who objected. The increase in fines is still subject to Knesset approval. In addition, Corona projector Prof. Roni Gamzo warned in the discussion of an alarming drop in the number of tests: "This is an ongoing war. The tests are free, still in a state of unwillingness to go and be tested. in her".
According to the proposal approved by the cabinet, the fine for opening an educational institution, holding a wedding, ceremony, show or party in violation of the regulations will now be NIS 20,000, instead of NIS 5,000 today. These fines may mainly affect the ultra-Orthodox sector, where many educational institutions have been opened without a permit, and the Arab sector, where mass weddings are held in violation of Ministry of Health guidelines. In addition, a business that opens in violation of regulations will face a fine of 10,000 shekels, instead of 5,000 today.
Interior Minister Aryeh Deri justified his opposition to the fines: "In all the examples you have given of fines from around the world, nowhere is there a special fine for an educational institution. European countries that returned to a second closure did not close the education system because they understood it was of high value. We closed the education system. "At the moment, it is gradually slowing down in my opinion. An explicit category of a fine for an educational institution is a terrible mistake, and it is also the highest - NIS 20,000."
Deri continued: "Unfortunately when we talk about an educational institution we only mean Talmudic Torah. I know that since we opened the closure, all ultra-Orthodox cities are green. In the Arab sector there are no Talmudic Torah but there are weddings and return of people from Toria, and there is an increase in morbidity. "Yoke and does not run away from responsibility, and therefore asks that you remove the section of the educational institution, because it is not appropriate for the Jewish state, the State of Israel."
"Unfortunately, wrong things can come out of this, as if because of me or because of the pressure of the ultra-Orthodox, there will be no enforcement and fines," he added. "It's not true, it's like a knife in the heart." He also suggested that educational institutions be at the lowest level of fines: "Unlike parties and events, where people eat and dance, only educational institutions are taught. It makes no sense to fine them at the highest level."
At the beginning of the cabinet discussion, Prof. Gamzo presented the morbidity trends in Israel. He clarified to the ministers that the infection factor R had already risen beyond 0.8, the government's previous target for relief, and warned that in Arab society the infection factor is more than 1 - meaning that every patient infects at least one person. According to Gamzo, three factors could help lower the coefficient of infection back: increasing tests to identify latent morbidity, increasing public responsiveness and enforcement, and more extensive treatment of local closures in morbidity centers.
The decision will now be submitted to the Ministerial Committee for Legislation, and if approved there, it will continue for the first reading in the Knesset. If the proposal is also approved in the Knesset - despite opposition from the ultra-Orthodox parties - it should be discussed in the Constitution and Justice Committee ahead of the second and third readings. MK Yaakov Asher (Torah Judaism), who heads the committee, said: "Unfortunately, the Ministry of Health is cut off from practice and life. This is an unfortunate decision, which does not contribute to the fight against disease.
Shas is also considering voting in the Knesset against raising the fines and dealt with the matter at a faction meeting today. The party said: Shas takes this very seriously and it was decided to forward the decision to the president of the Council of Sages, Rosh Yeshiva Rabbi Shalom Cohen, to instruct the faction members how to vote in the Knesset.
MKs Yaakov Litzman and Moshe Gafni of Torah Judaism already informed Netanyahu yesterday that if the proposal passes for Knesset approval, members of the faction will vote against the decision. The "HaModi'a" Torah Judaism magazine, which is affiliated with Litzman, this morning unusually attacked Netanyahu on the issue of fines, and hinted that he might lose his seat because of the current crisis. The paper's editor, Matityahu Tenenbaum, published a scathing article entitled "Increased fine on the prime minister," in which he warned: "Members of the Knesset of the ultra-Orthodox sector will not support him on other issues, much more essential to his political life."
MK Yaakov Eichler attacked at a yeshiva of the Torah Judaism faction: "Even during World War II, when there was great danger, they moved from city to city and from place to place to continue as much as possible the voice of the Torah in the people of Israel. Rabban and Bnei HaTorah. We must stand our ground and refuse to close the institutions. We will not stand quietly in the face of the contempt of the great men of the Torah by the officials of the secular government. All the great men of the generation strongly teach to continue the study of the Torah while maintaining health and hygiene. "
Prof. Ran Blitzer, who advises the Cabinet, warned at the hearing that without data of improvement in the past two weeks, it is not worth making a decision on further relief. "I do not know if this week we are wearing more masks than last week. We can not turn on a traffic light because if we open restaurants in a green city and do not restrict red cities we did nothing. If something comes in - something has to come out. And we need data to understand that."
Health Minister Yuli Edelstein called on ministers to stand on the prescribed relief steps. "We are at a crossroads," he said. "If we do not enact the fines law quickly - within two or three days - we will create a situation of evil and good for him, righteous and bad for him. I suggest adhering to cabinet decisions - progressing easily when the coefficient of infection is below 0.8. .
