Although the "per citizen" grant program has been approved by the government and will be submitted to the Knesset for approval today, it turns out that hundreds of thousands of eligible people will probably have to wait to receive the money for several weeks or even more. The reason: the difficulty of the Social Security which is responsible for distributing the grants in locating their bank accounts.
The National Insurance Institute currently has only the bank account data of 5.1 million eligible for the grant, out of the six million eligible. Therefore, it will be possible to transfer about 90% of the grants to the verified bank accounts, including for children up to the age of 18.
It turns out that it will be difficult to locate citizens who are not supported by Social Security or who do not work and do not pay Social Security, such as a 22-year-old discharged soldier who is not yet working.
Efforts are now being made to locate the account holders who are not recognized by Social Security. There, in recent days, data crossings have been made and account details verified. According to the National Insurance Institute, hundreds of thousands of bank accounts will be verified in the next two days, but there will also be hundreds of thousands of accounts that will be difficult to locate.
Therefore, inquiries are now being made to other parties, including: the Ministry of Absorption, the Tax Authority and government ministries, in the hope that this will make it possible to locate most of the bank accounts for which no details are yet available.
The government has made it clear that those who do not have a bank account will be able to arrive at the post office bank with the start of payment of the grants and receive the grant in cash. In addition, the National Insurance Institute will proactively contact citizens who do not have a bank account, in the hope that they will transfer their details to the National Insurance Institute. This is to instruct those who do not have a bank account to do so via the Internet or a message on their cell phone.
The plan stipulates that every Israeli citizen aged 18 and over will receive a grant of NIS 750. The grant will be given to those born until June 30, 2002. Those who earn up to NIS 651,000 a year will receive the grant. Those who earn more will not get it.
Parents of children will receive NIS 500 for each child up to the third child. For example, parents of two children will each receive NIS 750 and another NIS 1,000 for the two children, a total of NIS 2,500. Disabled in general disability, disabled in hostilities, prisoners of Zion, disabled in Nazi persecution, needy immigrants, returning residents, long-term care recipients and recipients of supplementary benefits Income above old age, income support benefits and alimony recipients will receive a double grant. A divorced parent who holds children and receives an allowance for them will receive the grant for the children - and the spouse will receive NIS 750 for themselves. Singles and divorces without children are included in the program and will receive NIS 750. The Ministry of Finance hopes that it will be possible to end the legislation in the Knesset by Wednesday this week and transfer most of the allowances to the bank's accounts as early as next week.
