financial grants promise: not every citizen will receive the same amount

The grants announced by Prime Minister Netanyahu at the beginning of last week and promised to be paid by last Wednesday have not yet reached the bank accounts of Israeli citizens. Today, Sunday, the government approved the grants in the total amount of six billion shekels. However, it seems that not every citizen will receive the same grant in the coming days as Prime Minister Netanyahu announced. The proposals that will be summarized on Monday morning in the "Four Committee" of Prime Minister Benjamin Netanyahu, Defense Minister Bnei Gantz, Finance Minister Israel Katz and Economy Minister Amir Peretz, the grants under the "check for every citizen" program will be distributed differently.
The committee's discussion on Sunday evening ended in a dead end, but by order of the prime minister, the issue will be finally concluded on Monday.
 One of the proposals that will be considered is to give all citizens a reduced grant, and families from the weaker sections to give a double amount. Another proposal is to transfer the grants to all citizens, but to impose income tax according to the marginal tax of each citizen. This means that the more earners will receive a lower grant, and those who do not pay tax at all - the grant will remain intact.
Another proposal that is being considered is the transfer of a grant to those who receive benefits from the National Insurance Institute, who will also pay them: child benefit, old age, disability and the like. It will also be offered to transfer the grant to all the self-employed who were entitled to the paid grants made last week.
Another proposal that came up was from the chairman of the Knesset's Finance Committee, MK Moshe Gafni, who demanded that a grant of NIS 500 be given to every child over three. According to the original plan, each citizen will receive NIS 750, parents of one child will receive NIS 2,000, parents of two children will receive NIS 2,500 and parents of three children or more will receive NIS 3,000. According to Gafni's proposal, a family with 6 children will receive NIS 4,500.
Finance Minister Israel Katz wrote on his Twitter account: "I oppose attempts to exclude the bachelor public from the special grant planned by the government. This will be a severe blow to soldiers and students and many others who have contributed and are contributing to Israel's resilience and economy."
The population that will receive grants, if it is decided on the recipients of Social Security benefits and the recipients of the grants among the self-employed, will be much smaller than the granting of grants to all citizens of the country. It is also possible that in such a case a grant of NIS 500 will be given for each child.
In any case, the government intends to bring the proposal immediately to the Ministerial Committee for Legislation for approval, and then bring the plan within a few days for approval by the Knesset in three readings - and distribute the grants at the end of the month.
Prime Minister Benjamin Netanyahu said today at a cabinet meeting that "the most important emphasis in the plan will be on speed, both in the mechanism and in the decisions. Therefore, the discussion should take place in the next day and no later, so that we can implement it as quickly as possible."
Minister Orit Farkash-Hacohen was the only one who abstained. Farkash-Hacohen thought the plan was wrong, but did not want to object out of respect for the Blue and White faction. The minister said at a cabinet meeting that "this is a bad plan. There is no need to act patch by patch. Money is limited and public trust is limited. Money should be directed to those who need it with an orderly plan that will produce growth engines for the economy."
