U.S. President Donald Trump said that the newly announced civilian nuclear cooperation agreement between the United States and Saudi Arabia will move forward only if Riyadh agrees to join the Abraham Accords and normalize diplomatic relations with Israel.

Trump described Saudi participation in the Abraham Accords as a central condition for implementing the agreement, linking one of Washington's most significant strategic partnerships in the Middle East to broader regional normalization efforts.

Nuclear Cooperation Tied to Regional Diplomacy

The agreement is intended to support the development of Saudi Arabia's civilian nuclear energy program for peaceful purposes, including electricity generation and economic diversification.

However, Trump said the nuclear cooperation is "totally subject" to Saudi Arabia establishing formal diplomatic relations with Israel under the Abraham Accords, adding a major political condition that had not been publicly emphasized when the agreement was announced.

Abraham Accords at the Center of U.S. Strategy

The Abraham Accords, first launched in 2020, normalized relations between Israel and several Arab states. The Trump administration has repeatedly identified Saudi Arabia as the most significant potential addition to the regional framework.

According to the White House, expanding the accords remains a key foreign policy objective aimed at strengthening regional security, promoting economic cooperation, and countering common strategic threats in the Middle East.

Saudi Position Remains Unchanged

Saudi Arabia has previously maintained that normalization with Israel is tied to broader regional and political considerations. Riyadh has repeatedly stated that any move toward formal diplomatic relations would depend on conditions it has outlined publicly, particularly regarding the Palestinian issue.

Saudi officials had not immediately commented on Trump's latest remarks.

Strategic and Economic Implications

The proposed nuclear cooperation agreement is expected to strengthen U.S.-Saudi economic and technological ties while opening new opportunities for American companies in the nuclear energy sector.

At the same time, Trump's decision to link the agreement to the Abraham Accords significantly increases its geopolitical importance, making the future of the nuclear partnership closely tied to broader diplomatic developments in the Middle East.

Trump's announcement places Saudi-Israeli normalization at the center of one of the region's most significant strategic agreements.

Whether the civilian nuclear partnership ultimately proceeds will likely depend not only on technical and regulatory approvals but also on diplomatic progress toward expanding the Abraham Accords, a goal the U.S. administration continues to prioritize.
