Israeli democracy - disabled. On the night between Wednesday and Thursday, the Knesset plenum approved the law, also known as the "Great Corona Law," which will allow the government to declare restrictions on Corona without waiting for Knesset approval. 48 voted for the law, 35 opposed, and no one abstained.
Contrary to the original intention, which would have allowed the government to bypass the Knesset and issue immediately valid orders, the proposal formulated in the Law, Constitution and Justice Committee requires approval of regulations from the relevant Knesset committees, although restrictions could take effect within 24 hours if no decision is made by the committees. This is a strange and disturbing law in which the legislature waives one of its greatest duties - bargaining over government work.
From the moment the law is approved, the government will be given a two-week transition period to formulate regulations that will be enacted under it, and at the end of it, emergency regulations that have been extended by laws will expire, and the regulations will take effect on August 10.
Despite fears that they would act against the coalition following its approval in a preliminary reading of the law banning conversion therapy for young men and women from the gay community, ultra-Orthodox Knesset members on the committee voted in favor of the Great Corona Law. "I did not for one moment think of playing with mental supervision in favor of one political thing or another, and those who thought we were going to take such a step do not know our basic DNA," said committee chairman Yaakov Asher of the Torah Judaism Party. Nine members of the committee voted in favor, eight against and one abstained - MK Gideon Saar.
As stated, contrary to the original intention that the law would give the government the ability to bypass the Knesset and issue regulations that will enter into force immediately, the outline stipulates that the corona regulations decided by the government will require approval by the Constitution Committee or other committees.
In addition, according to the proposal, if the committee has not made a decision after 24 hours, the regulations will enter into force, and it will be able to approve them or postpone them for a period of one or two weeks, depending on the type of restrictions. If the committee has not made a decision, regulations will be put to a vote in the Knesset plenum. The law will be in force as a temporary provision until the end of June 2021. Now, the government will be allowed to set conditions for a demonstration, prayer or religious ceremony as long as they are not there to prevent their existence.
It must be noted that in recent days thousands of Israeli citizens from a number of organizations have demonstrated the bill approved tonight. These are demonstrations that have taken place in Jerusalem in recent days, demonstrations that have developed into a very loud protest that has led residents of Jerusalem near the prime minister's residence to petition the High Court of Justice to limit the scope of the demonstrations.
