The indictment filed this morning by the Taxation and Economy Prosecutor's Office against the organizer of the acquisition groups Inbal Orr lists a number of tax, VAT, fraud and even fraud cases in which Orr is charged.
In the first part of the indictment, the amount of transactions that Inbal Light and its companies did not issue invoices and did not report to the VAT and income tax: NIS 81.3 million was disclosed. In addition, the amount of transactions that Inbal Or as a dealer did not issue invoices for and did not report income tax and VAT: NIS 9 million . The following describes how she cheated clients in one of her projects (Chelanov) and asked them to transfer funds to her company's account rather than the trust account of the project.
In addition, in the depths of the indictment - which includes 15 different charges over 36 pages - one can find piquant details of further offenses charged with light that reveal the course of action of someone who for years was associated with the field of acquisition groups in Israel.
Or opened an account at UBANK Bank and deposited it with only NIS 256,000. She instructed her CFO, Dror Giladi, and her assistant, Tali Hayu, to work on issuing a forged document that would appear to have a high balance of its deposits.
The forgery was done as follows: The two printed from the Internet a general revaluation document of the UBANK account, which also included the balance of the latest deposit revaluation in the account of Or. Then, via TIPSX, they wiped out the amount of the deposit revaluation balance that appeared in the real document, using the Excel software to write the number NIS 27,985,221.46, print the registration and cut the number and paste the cut piece onto the real document instead of the original number. They then copied the document they created with a copier, thus changing the balance of deposits that appeared in it. After doing the above, the two photographed the new document using the cellphone camera and transmitted 3 different versions of the LightSap until it approved the final version. With this photograph of the fake document that shows that the balance of its deposits is about NIS 28 million, reached the branch manager in Mizrahi Tefahot. She showed him that she had money in the private account and therefore she would have no problem closing the debt. Indeed, he asked her to close the credit line exception in the Light City account. Orr did give him two checks.
According to the indictment, following the false representation presented by Inbal Orr to the branch manager, using the counterfeit document that was forged with Dror Giladi and Tali Hayu, he assumed that she did indeed have deposits in many millions in the account at UBANK and therefore authorized her to continue the account activity and avoided failure to comply. Kim issued Light City a cover island party. These acts are blamed for falsification, use of a forged document and receiving fraud in aggravated circumstances.
Inbal Or City's Or City Light Company is also accused of trying to mislead consumers and make false representations to them. According to the indictment, between 2012 and 2016, she published widely on 7 different projects in the Gush Dan area, in which she invited the public to purchase apartments at attractive prices on residential projects located on the various sites. The passwords she used in publications were, among others:
"An apartment at a price that will keep you centered"; "Join the success starting at NIS 1,480,000 (instead of NIS 1,890,000) and you have an apartment in Tel Aviv, rising to the ground in December 2015. Pay 35% and the balance in the population. Guarantee of sale law as required"; "All the apartments in Stage 1 are sold out! Stage 2 is underway! In light of the success of the project, the operation is continuing for only 48 hours!"; "Remains a spectacular penthouse and 3 last stores! At the best prices in Tel Aviv for only 24 hours, until the inventory is over!" And more.
According to the indictment, Or City concealed the fact that the publications actually refer to the organization of land acquisition groups, a detail of which is a material interest in the transaction. According to the Prosecutor's Office, in these publications, under the circumstances described, and in concealing the substance, type and nature of the real deal, Or City made a false representation as if it were a transaction to sell an apartment in the usual way of a contractor's purchase, when in fact it was the organization of an acquisition group, which is quite different from an ordinary purchase of an apartment. Contractor.
One of the piquant charges in the indictment concerns the private purchases made by Or at the expense of Or City. According to the indictment, in 2015-2014 Or bought clothing, bags, jewelry, care products, children's products, home furnishings, private pool and home accessories and more for her personal needs of at least NIS 934,000. The person financing the purchases was Or City Real Estate, which owned Inbal Or.
According to the indictment, Inbal Or together with Or City included in the Company's ledger its private purchases both as an expense for income tax purposes and as an input for VAT payment, although these are not expenditures used in Or City's income generation or Or City or its use, which is a false report, In addition, the State Attorney's Office claims that the financing of private purchases by Or City constitutes a dividend receipt by Inbal Orr that is liable to pay income tax, and that it has resorted to fraud, deceit and ruse in order to evade that payment. Ella Orr was charged with numerous offenses against the Income Tax and VAT Ordinance.
Another charge details how the "Light on the Park" project in Ramat Gan was credited to Inbal Orr's rights to land that gave her the rights to, among other things, a penthouse apartment in the project. Orr did not destroy the rights in the apartment and they remained at least until early 2016, when Or City Real Estate financed at least NIS 2.7 million of the cost of acquiring the rights in the apartment. According to the indictment, this financing constitutes a dividend receipt by Inbal Orr taxable. She did not record in the library and did not report in the reports to the tax assessor the distribution of the dividend, and Inbal Orr did not report the income from the dividend, all with the purpose of evading tax payment.
