The government approves the third-beat regulations of the reliefs that will take effect on Sunday. Studies in grades 7-10 will be renewed in educational institutions in the green, yellow and orange cities. Institutions of higher education will also be opened for the vaccinated and recovering.
The ministers also approve a restriction on gatherings in banquet halls, which will allow up to 50% of the hall to occupy no more than 300 people. Entrance to the halls will only be allowed for green card holders, except for 5% of the event participants, who will be able to enter by presenting the results of a negative test conducted 48 hours before.

In restaurants, seating within the restaurant area will only be allowed for those with a green label. The restaurants will be able to seat up to 75% of the occupancy within the restaurant area and no more than 100 people. Outside, seating will be possible even without presenting a green sign and up to 100 people. Restaurants will need to take care to maintain a distance of two meters between tables.
The hotels, which operate under a green label, will be able to operate the dining rooms from tomorrow with an occupancy limit of half of those who enter the dining room on weekdays, and all this when no more than 300 people are staying. Cultural and sports events, houses of worship that operate under the green label outline and conferences can include up to 500 people in a closed building and up to 750 people in an open area. In a hall or stadium with more than 10,000 seats - up to 1,000 people in a closed building and up to 1,500 people in an open space will be allowed.
Prayer houses that do not operate within the Green Line outline - that is, also allow the entry of people who have not recovered or been vaccinated - will have to continue to operate in accordance with the limit of congregations relevant to this period - 20 worshipers inside the prayer house and another 50 outside.
Ben Gurion Airport opens - Following the government's decision to return Israelis to Israel ahead of the elections, it was agreed that Israelis will be able to reach five daily destinations from tomorrow: New York, Frankfurt, London, Paris and Kiev. And Hong Kong, from where flights will be allowed as needed.
On Sunday, there will be flights from New York, Frankfurt, London and Paris. Flights from Kiev will also start on Monday, and as mentioned, if necessary - flights from Toronto and Hong Kong will be added this weekend.
According to Transport Minister Miri Regev's decision, the number of passengers returning to Israel will initially be limited to 1,000 entrants.
 It was reported that later this week the amount will increase to 3,000. According to regulations brought to the government, the free entry of Israeli citizens and permanent residents will be allowed without the need for a committee, except for overland crossings. At the Jordan River crossing on the border with Jordan, entry will be allowed twice a week, while the Taba crossing will be opened once. Upon leaving Israel, according to regulations brought to the government, recovering and vaccinated people will be able to leave the country without the approval of an exceptions committee.
In higher education, training and post-secondary Torah institutions that ensure the possibility of conducting studies for students who do not have a green card, it will be possible to conduct frontal studies under the following conditions: up to 300 people in the hall and no more than 75% occupancy. Or students and hanging a sign on institutions that operate in accordance with the green sign. Institutions that admit a person without a green card will be fined NIS 5,000.
In addition, boarding schools up to high school age will be able to operate in an "open" or "closed" track, similar to boarding high school activities. The limit for participation in courses and practical training for adults will increase to 20 participants instead of 10, and classes for children will also be possible. The activity of the youth movements will be expanded to 50 participants in an open area in regular groups.
Towards the abolition of the isolation obligation in hotels and a few hours before the decision on the relief, insulators returning from abroad were sent to the hotels a form in which they were asked to declare that they would continue the isolation under home conditions and that they would meet the required conditions. Stay in hotels to the extent they choose.
"By filling out this form I declare that I have the conditions to stay in complete and proper home isolation for the entire period," the hotel insulators were required to declare. "I undertake to continue to complete the isolation period, not to use public transportation to reach the isolation site and know that throughout the isolation period the Israeli police are closely monitored and that a violation will result in a fine of NIS 5,000 and can lead to imprisonment."
