Israel at the forefront enforcing restrictions: 30,000 reports in Britain compared to 522,000 here

Israel is at the forefront of enforcing restrictions as part of the fight against the corona virus. This is according to data collected by the Israel Police from its partners around the world. For comparison, 30,000 reports have been distributed in the UK so far, compared to 522,000 reports distributed in Israel. This emerges from data presented by the Israel Police.
In recent months, the Israel Police has been holding online meetings with police around the world in order to learn about their challenges there, and try to find solutions to local challenges. Among other things, the police collected data on the amount of reports given in each country by the national police and on the differences in attitudes between the various countries.

According to data compiled by Superintendent Amnon Alkalay, head of the Israel Police's Operations and Policing Division and the person who maintains contact with the corresponding police, it appears that Israel leads the number of reports given so far in enforcing corona restrictions - 522,000 reports. This is among the police in contact with the Israel Police.
It is followed by Italy with 385,000 reports, which made some changes to the war system in Corona. At first there was criminal enforcement in the boot country, then it was decided to administratively enforce fines and finally moved on to publicity and significantly reduced the enforcement of the guidelines.
In Spain, 350,000 reports have so far been given by the Guardia Seville police, which is responsible for most of Spain's open space. However, Spain has more than one police force in the country and since June enforcement has been done mainly by local police and not by Guardia Seville. Therefore the number of reports may be higher.
In Greece, 150,000 reports have been issued so far, and in Austria, a country with a population of a similar size to Israel, 42,000 reports have been issued since the beginning of the epidemic to enforce restrictions. In the Netherlands, 40,000 reports have been issued because the state's approach is to focus on publicity rather than strict enforcement.
In the UK, which has made headlines several times in the current epidemic, only 30,000 reports have been given since the beginning of the Corona. Explain, then encourage compliance with the guidelines and only then can a report be submitted. According to the British, raising the fine for violating the guidelines helped reduce the cases of violation.
In Bulgaria only 26,000 reports have been given since the outbreak of the plague, while in Sweden there is no enforcement of the guidelines at all. According to Alkalay, the Swedes place the responsibility on the public and only recommend how to behave, do not require and enforce the guidelines.
According to the police, there is a significant difference in the form of enforcement and violations that require the submission of a report or police intervention. For example, only four countries besides Israel supervise those who are in solitary confinement. In Italy there is no supervision at all of the house insulators.
In addition, in quite a few states there is a wider decentralization of powers between the municipal inspectorate, the inspectorate of the health authorities and the national police. For example, monitoring patients or isolates around the world is the responsibility of local health authorities and not the police. On the other hand, in Israel, the police receive and supervise the insulators from the Ministry of Health every four hours.
Regarding gatherings, too, there are differences between the instructions given to police in different countries. "With us, we are required to oversee every wedding and every event," said Superintendent Alkalay. "In the dialogue with the countries, this sounds quite unusual. Some have talked about entering if there is a complaint about noise or in churches, but descriptions like in Israel I do not know."
The Israel Police notes that the level of reporting of citizens in the country on violations of the corona regulations is low compared to the rest of the world, and also compared to the level of reporting in the first wave of the corona. "In the end the police rely on the citizen's report," Alkalay said, referring to the need to maintain public trust. "If mistrust is created it could lead to significant difficulties."
Police in Italy have identified that there is a difference in the nature of minority obedience compared to the general population. Police in Berlin told of difficulties with various communities in the city regarding weddings and funerals.
Police in the Netherlands have reported difficulties in dealing with Orthodox populations and families with many children, whose morbidity is rising. In the UK, too, there were reports of unique minorities and populations that did not obey the guidelines, while in the United States there were reports of difficulties with the homeless.
"This issue is a global challenge that everyone is trying to figure out how to deal with," Alkalay said. "The relationship between the police and minorities is complex all over the world, it is not something that characterizes Israel. Everyone is trying to learn how to deal with it."
