The Corona Cabinet approved on Sunday evening the traffic light layout of national projector Prof. Roni Gamzo. According to the outline, each locality will be subject to other restrictions, depending on the level of local morbidity. How do you determine which red city and which only yellow? How does the ranking affect businesses and cultural venues? And how the prayers will be held on Rosh Hashanah, Yom Kippur and Sukkot.
As part of the traffic light program, each local authority will be given a score of 0-10 according to the formula that takes into account the following parameters: number of new patients per 10,000 residents per week, rate of positive tests in each authority per week and rate of increase in new patients per local authority per week.
The ranking will be done once every two weeks, and will be made public. An authority that receives a score above 7.5 will be defined as a red area, an authority that receives a score of 6-7.5 will be defined as an orange area, if the score is 5-6 the authority will be defined as a yellow area while an authority that receives a score lower than 4.5 will be defined as a green area.
However, a ministerial committee could declare non-red areas a "restricted area," and the inter-ministerial team to be established could define a neighborhood within a city or locality within a regional council as an area with a different classification from the PA's general classification.
In the red area - a gathering of more than ten people in a closed building and 20 people in an open area will not be allowed.
In an orange area, a gathering of up to 50 people in an open area is allowed. If it is a public or business area, a convergence of up to 40% of the maximum occupancy defined in a business license is allowed, and if it is not defined then in a person's calculation for every 4 square meters. In a closed building, a convergence of up to 25 people is allowed. Up to 20% of the maximum occupancy, if not defined then in the calculation per person per 4 square meters.
In a yellow area, a gathering of up to 100 people in an open area is allowed. If it is a public or business area, a convergence of up to 60% of the maximum occupancy defined in a business license is allowed, and if it is not defined then in a person's calculation for every 4 square meters. In a closed building, a convergence of up to 50 people is allowed. Up to 40% of maximum occupancy, if not defined then in the calculation per person per 4 square meters.
In a green area, a gathering of up to 250 people in an open area is allowed. If it is a public or business area, a gathering of up to 80% of the maximum occupancy defined in a business license is allowed, and if it is not defined then in a person's calculation for every 4 square meters. In a closed building, a gathering of up to 100 people is allowed. Up to 60% of maximum occupancy, if not defined then in the calculation per person per 4 square meters.
The traffic light plan does not address the education system, and things are still being debated between the ministers and the Corona projector.
Education Minister Yoav Galant announced that his proposal to open the entire education system as a series on September 1, even in the red cities with a high morbidity rate, was accepted despite Gamzo's position. The professor responded strongly that "a decision has not yet been made to open the school year in red cities. My unequivocal position has not changed: opening a school year in red cities will lead to an outbreak of morbidity in these cities and other cities. I will continue to fight for this in the coming days."
The traffic light plan also set various restrictions on synagogues and prayer quorums, depending on the color received by the local authority.
According to the plan, in a red area ten people are allowed to pray inside a building and up to 20 people in an open area. In the orange area it is allowed to pray 25 people inside a building and up to 50 people in an open area. In the yellow area it is possible to hold a prayer with the participation of 50 people inside a building and up to 100 people in an open area. In a green area, prayers can be held with the participation of 100 worshipers inside a building and up to 250 worshipers in an open area.
Despite the restrictions published on the prayer quorums, it will be possible to hold the prayers on Tishrei and Elul in an open area that is divided into separate complexes, so that each complex has a maximum of 20 people.
In order to hold the prayer quorum in an open area, Gamzo set several conditions: keeping at least two meters between the compound, marking each compound with a rope or ribbon, seating in fixed groups and maintaining a distance of two meters between the people within the group and appointing a Corona commissioner for each quorum. If there are more than 250 worshipers in the quorum, a detailed drawing of the place and the division must be submitted for approval to the local authority and the district health bureau.
During the holidays, prayers can also be held inside a building, provided that its area exceeds 40 square meters and subject to the conditions set. The number of worshipers who can be inside the synagogue is double the maximum occupancy allowed by the local authority, and double the entrances of the complex, up to a thousand worshipers.
In synagogues that are in the red area and have an area of ​​more than 240 square meters, ten worshipers will be added to the maximum occupancy if there is one opening, and 20 worshipers if there is more than one entrance.
Prayers in synagogues during the upcoming holidays can take place on the condition that the worshipers be divided into regular groups, each of which will enter at a designated entrance and contain the maximum occupancy allowed depending on the area where the synagogue is located.
Each compound will be marked by rigid or nylon partitions and at the entrance to the building a sign will be placed stating the size of the building, the number of occupants allowed and where the corona is appointed. If more than 250 worshipers can be admitted a detailed plan must be submitted for approval by the local authority and the District Health Bureau.
Gamzo's outline refers to the possibility of holding events only in a sitting position, without serving food under some basic conditions: seating two meters away, dividing the event space into 20-person complexes, physical marking between the complexes, maintaining distance between the complexes and appointing a Corona supervisor.
In red and orange areas the events can be held according to the general convergence restrictions of the area. However, in green and yellow areas it is possible to hold events for up to 500 people with the local authority checked and saw that the special conditions mentioned above are met. Events with more than 500 people can be held if approved by the local authority and the director general of the Ministry of Health.
The program also refers to the cultural halls and movie theaters - a building with several separate entrances where there is activity in seating only and without serving food. According to the plan, it will be possible to bring in the maximum percentage of occupancy allowed according to the outline, double the number of entrances. In any case, a gathering of more than a thousand people will not be allowed.
