The Ministry of Environmental Protection imposed a monetary sanction of NIS 1.1 mlilion on Zohar Dalia plant at the kibutz "Dalia" for various violations, which led to the addition of emissions of air pollutants.
The plant located in Kibbutz Dalia in Ramat Menashe is a chemical plant for the production of raw materials for the detergents and cleaning products, toiletries and cosmetics.
Following routine chimney sampling and citizen reports of the accumulation of white powdery sediment on surfaces and vehicles throughout Kibbutz Dalia, various violations have been discovered, which can result in the addition of emissions of air pollutants and respiratory particles dangerous to public health. In light of this, the Ministry of Environmental Protection began an enforcement process - which ended with the financial sanction.
Air pollution prevention is a top priority for the firm, and the Zohar Dalia plant, which has the potential for significant environmental impact, is required to strictly comply with the emission permit provisions.
In the routine examination and the patrol carried out following the complaints, it was found that the company exceeded 1000% of the maximum allowable emission value for particulate pollutants. The deviation in the emission values ​​was due to tears in the sack house (the treatment facility connected to the drying tower chimney, whose job is to reduce particulate emissions in this chimney). Furthermore, it was found that the control and alert systems did not detect this and did not warn of the deviation, following the discovery of white powdery sediment throughout the kibbutz and its surfaces.
In accordance with the provisions of the Clean Air Law - Reduction Regulations, the amount in the notice of intent to impose a sanction was reduced from NIS 1.8 million to NIS 1.1 million, after the Company took action to prevent the violations from recurring and reducing the damage.
The Ministry of the Environment will continue to enforce and use all means at its disposal to maintain public health and the environment, and to prevent hazards.
