"Green Passport": could allow citizens free access to sites now closed to due to the epidemic

The Knesset's Constitution Committee, chaired by MK Yaakov Asher, convened on Monday to discuss the "Green Passport" initiative for recovering people from Corona and those vaccinated against it, which could allow citizens holding it free access to sites now closed to all due to the spread of the epidemic.
The presentation of the Ministry of Health presented to the Knesset members suggests the areas for which the "green passport" will be valid. According to the plan, the passport may allow entry to cultural events, sporting events, conferences, events and museums, and possibly also to restaurants and cafes, shopping malls, hotels, gyms and swimming pools. The presentation emphasizes that it will not be possible to activate the passport in everything related to education and informal education, jobs, street shops, public transport and houses of worship.

According to the plan, there will be a difference between a vaccine certificate and the same "green passport". The vaccinated certificate will be given to citizens about a week after receiving the second dose of the vaccine, and will be valid for six months. This certificate will provide an exemption from the obligation to isolate, and the Ministry of Health will prepare versions in four languages: Hebrew, Arabic, Russian and English - for the benefit of travelers abroad.
This is in contrast to the green passport, which will be given to vaccinators, recoverers, and PCR subjects (and speed tests). The passport will be activated subject to the economy opening policy.
A vaccinator certificate will grant:
* Will be given to vaccinators a week after the second dose
* It will be valid for six months
* Exempted from insulation obligation
* Will also be written in English for the benefit of travelers abroad
A green passport will give:
* Will be given to vaccinated, recovering and those who are found negative in the test
* Will serve as a "transition note" for participating in various activities
* Allows entry to cultural events, sporting events, conferences, events and museums
* May also be operated in restaurants and cafes, malls, hotels, gyms and swimming pools
* Will not include the education system, jobs, street shops and houses of worship

The hearing will also set a timetable for the issuance of the certificate. It is estimated that the certificates will not be given to the public until there is a significant reduction in morbidity.
The Ministry of Health estimates that with the launch of the green passport, they will be able to return to activity - through the document - in the cultural industries, sports shows, conferences, events and museums. According to existing estimates, the green passport will not be used in the education system, workplaces, commerce (street shops), public transportation and houses of worship.
The passport may be used in the catering, malls, hotels, gym and swimming pools, but the Ministry of Health has not yet decided whether this will be applicable.

During a discussion in the Constitution Committee, Edelstein also referred to the vaccination campaign, and revealed that his office is in contact with other countries in order to allow vaccinators an easier transition between leaving and entering the country.
"Recently I have been talking to my colleagues in other countries and they are very enthusiastic. We want to create an alliance between the countries that receive the vaccine and allow vaccinators a simpler transition," Edelstein said. He noted on the subject that "our questions are legal - how do we not cause manipulations around the vaccine, and medical - is the one who fell ill in March the same as the one who fell ill in December."
In addition to the green passport and vaccines, Health Minister Yuli Edelstein also addressed the state of morbidity in Israel during the discussion, and said that in his opinion there is currently no alternative to imposing a full closure. "The heads of the authorities are already with us and are stopping the studies on their own. They say make a closure already, this situation cannot continue," he claimed. "I would be very happy for every word I said at the cabinet meetings to come out and not be confidential, so that everyone will see that everything we said will happen - happened."
Edelstein further argued that the considerations behind prioritizing vaccinations are purely medical, not political. "At some point in the government, there will be a ministerial committee that will determine the priority of the vaccine. It has been dropped and there are 45 medical experts who determine the priorities, so that no political consideration will come into play."
He said committee members are currently overwhelmingly opposed to giving vaccines to the teaching public before vaccinating populations. "44 out of 45 committee members have determined that at the moment it is better for people at risk than teachers. There are all sorts of rumors about vaccination for IEC personnel or airport employees, that is not true," he said.
