Volcani Institute Faces Budgetary Challenges - Research will be Impacted
Posted on Aug 12, 2023 by Ifi Reporter
Volcani Institute, a pioneering hub for agricultural research, has encountered fiscal constraints that have prompted a series of measures aimed at addressing the financial hurdles. The Institute's esteemed researchers have been asked to reassess their research priorities and postpone procurement orders as part of the efforts to navigate the budgetary difficulties.
These precautionary actions are expected to unavoidably lead to a temporary setback in the research endeavors conducted within the Institute. Dr. Shmuel Assulin, who is presently at the helm as the acting director, has taken the proactive step of personally vetting and approving all new purchase orders. This meticulous oversight is geared towards ensuring prudent financial management and safeguarding the Institute's operational stability during this challenging period.
The Institute, which serves as a pioneering force in agricultural research within Israel, has been allocated a government budget of NIS 262 million for the year 2023. Encouragingly, projections indicate a forthcoming increment in the budget for the upcoming year, with estimates reaching NIS 274 million. However, insiders from within the Institute have recently unearthed a concerning pattern of purchase orders that, if left unchecked, could potentially surpass the allocated budget. This revelation has prompted a comprehensive reevaluation of all impending purchase orders.
At the forefront of agricultural research in Israel, the Volcani Institute operates under the umbrella of the Ministry of Agriculture. It boasts a significant presence, encompassing a central campus in Rishon Lezion and two additional research centers: the Gilat center in the southern region and the Neve Yaer center in the northern part of the country. The Institute proudly maintains a workforce of approximately 700 dedicated individuals who contribute tirelessly to the advancement of agricultural knowledge.
Dr. Shmuel Assulin, entrusted with the interim leadership, has been an instrumental figure within the Institute for an extended duration. Notably, the Institute has undergone a series of transitions in its directorship since the retirement of Prof. Eli Feinerman in December 2021. These shifts in leadership have, in part, contributed to the challenges the Institute currently faces. Even prior to the financial predicament, the lack of a permanent director had disrupted the Institute's activities, consequently affecting the momentum of its research initiatives.
A representative from the Volcani Institute expressed, "In recent days, the Volcani Institute has grappled with transient cash flow issues necessitating a judicious allocation of resources by the Institute's management, including research budgets. A communication to this effect has been disseminated among our dedicated staff, and we remain confident that this is an interim issue that will soon be resolved. The Institute remains steadfast in its unwavering commitment to advancing scientific frontiers for the betterment of Israeli agriculture."
As the Volcani Institute endeavors to navigate these financial challenges, the global agricultural research community will undoubtedly be keenly watching how this pivotal institution overcomes adversity and continues its crucial contributions to the scientific and agricultural landscape.
