Israel presented yesterday (Wednesday) to Egypt a plan to reactivate the Rafah crossing through Palestinian representatives and UN personnel under Israeli supervision and security, according to a source privy to the details of the plan.
According to the Israeli plan prepared by the Shin Bet, the Rafah crossing will become a crossing for the movement of people to and from the Gaza Strip, and will also be used to transfer fuel from Egypt to Gaza, according to the source, who has no details.
All goods transit will be transferred in full to the Kerem Shalom crossing between Israel and the Gaza Strip - where Israel will carry out an inspection of the trucks before they enter Gaza. The Israeli plan includes the integration of Palestinian representatives from Gaza in the operation of the Rafah crossing, especially with regard to border and customs control.
The names of the Palestinian representatives will be transferred in advance from Egypt to Israel for the purpose of security background checks and Israel will be able to disqualify names that will be transferred to it.
According to the Israeli plan, UN personnel will also be stationed at the crossing to supervise the activity there and to act as a buffer between the Palestinian representatives and the IDF forces that have left the crossing and will only provide it with peripheral security to prevent attacks by Hamas. The IDF forces stationed outside the Rafah crossing will be an additional control circle to ensure that there are no Hamas terrorists among those leaving or entering Gaza.
The Israeli takeover of the Palestinian side of the Rafah crossing led to its closure and a crisis in relations with Egypt.
Since the takeover, the Egyptians have stopped the transfer of aid trucks from their territory through the Kerem Shalom crossing, a move that resulted in a significant decrease in the amount of aid entering Gaza.
On Wednesday, an Israeli delegation that included senior Shin Bet officials as well as the coordinator of operations in the territories Major Rasan Aliyan visited Egypt. Members of the delegation met with senior officials in Egyptian intelligence and the Egyptian army and discussed with them the issue of the Rafah crossing.
According to the plan, the IDF forces stationed outside the Rafah crossing will be an additional control circle to ensure that there are no Hamas terrorists among those leaving or entering Gaza.
At the beginning of the week, it was reported in Walla that Israel and the US proposed to the Palestinian Authority to send representatives to the Rafah crossing. Senior American officials said that the Biden administration is also involved in the talks and is pressuring Israel, Egypt and the Palestinian Authority to find a solution that will enable the reactivation of the Rafah crossing as soon as possible.
The source privy to the details of the plan said that its main goal is to definitively remove Hamas from involvement in the Rafah crossing. "It is clear to everyone that what happened at the Rafah crossing is not what will happen. All parties are now doing their homework and we will continue to discuss this proposal," said the source.
