
American CIA Director William Burns and White House Middle East Adviser Brett McGurk are embarking on a diplomatic mission to the region aimed at pushing forward negotiations for a potential hostage deal, according to reports from "Wala!" journalist Barak Ravid. Burns is expected to land in Qatar's capital, while McGurk will head to Cairo as part of the concerted effort by the United States to apply comprehensive pressure to facilitate progress in the hostage negotiations.
Qatar has responded to the proposed Israeli outline for a hostage deal with Hamas put forth by U.S. President Joe Biden, signaling a potential step forward in negotiations. A spokesperson from Qatar's Foreign Ministry remarked that the agreement now aligns more closely with the positions of both sides. The proposal has also been presented to Hamas in Gaza.
U.S.-Israeli Diplomatic Push
John Kirby, spokesperson for the U.S. National Security Council, reiterated the commitment to advancing negotiations for a hostage deal, emphasizing the intensive diplomatic efforts between the United States and Israel. He refrained from disclosing specific differences between the two sides, emphasizing the ongoing support for Israel's right to pursue Hamas leaders. Hamas has reportedly responded positively to President Biden's speech and is open to the proposed agreement.
Hostage Deal Framework Unveiled
The proposed hostage deal framework comprises three phases:
Ceasefire and Humanitarian Initiatives: The initial phase involves a three-week ceasefire, during which the IDF will withdraw from Gaza's population centers. The release of certain abductees, including women, the elderly, and humanitarian cases, will commence. Displaced residents will be allowed to return to their homes in the north of Gaza, and aid delivery will increase. Concurrently, negotiations to end the conflict will commence, with a commitment to maintaining peace during talks.
Abductee Release and IDF Withdrawal: The second phase entails the release of remaining abductees, including soldiers and reserve-aged men, in exchange for Palestinian prisoners. IDF forces will further withdraw from Gaza.
Reconstruction and Body Returns: The final phase focuses on rebuilding the extensive damage inflicted during the conflict in Gaza and facilitating the return of abducted bodies held by Hamas.
