At the same time, it is proposed that if the price of gasoline per liter rises above 6.50 new shekels in October or November 2022, the excise tax will be reduced by an additional 11 shekels per liter, so that one shekel will be deducted from the price of a liter of gasoline compared to the price without the time limit.
According to the explanation in the published order, the unusual mechanism of the changes in the proposed tariff is due to the publication of the order during an election period in which a transitional government is in office. "It should be emphasized that the excise tax rate embodies the internalization of external costs such as environmental pollution, road congestion, and the like, and the limitation of changes in the rate in the way proposed in the decree is intended to reduce the possibility that the consequences of the decree will go beyond the specific needs that exist on the eve of its publication, against the background of the election period," the decree reads.
Lieberman signed the first order to reduce the tax by half the shekel for the first time in April of this year, and the day before the Knesset dissolved he signed an order for another reduction of half a shekel and to extend the initial order until the end of this month. The significant reduction along with the drop in fuel prices and the exchange rate of the dollar led to a sharp drop in fuel prices in the latest update, from NIS 8.08 per liter in self-service to NIS 6.58.
